Dear Mr. Kingsley:

In our letter dated September 25,1997, we requested that your staff address the adequacy of the Zion fire watch training program. The October 23,1997, response stated that all fire watch candidates participated in a practical (hands-on) demonstration on the use of fire extinguishers.

On November 12,1997, and January 23,1998, we conducted follow up, onsite inspections at Zion. We identified that the majority of students received hands-on training using fire extinguishers. However, this hands-on training could only take place in an outdoor setting.

Therefore, due to inclement weather, not all students received this training. Students unable to ,

receive this training were shown another video tape concerning rescue activities following an earthquake.

After this discrepancy was communicated to Mr. Robert Godley of your staff, Mr. Godley confirmed the accuracy of the information disclosed during the inspection. The September 25, i 1997, letter was corrected in a subsequent letter dated February 12,1998.

The training activities as conducted were not in conflict with your required fire watch training.

However, the inaccuracies in your letter resulted in additional effort on the part of Zion and NRC staff.
