Thank you for your letter dated May 18, 1989, in response to our March 17, 1989, letter concerning allegations pertaining to a fitness for duty issue at Zion station (Allegation RIII-88-A-0162).

In our letter, we requested that you conduct a review and followup on the allegation and submit the results of your investigation to the NRC.

Your reply stated that the current company policy does not specifically prohibit the use of alcohol while on urs-paid meal periods but does strongly discourage it. Your guard force and company managers have been trained to identify on-site effects of alcohol consumption. Your response showed that the system worked when a contractor supervisor identified an individual smelling of alcohol and contacted your security personnel. The individual was escorted offsite and later terminated. Your review o the individual's work showed that the safety of the plant was not diminished. A second incident mentioned in your response had been previously reviewed by us and no significant safety or fitness for duty concerns were identified. Your review could not substantiate that certain indicated plant and contractor employees drink to excess each night and return to work.

We found your investigation to be sufficient to support your conclusions and have no additional questions regarding this matter. We request that you retain the supporting documentation for your investigation of this allegation for a minimum of one year from the date of this letter.

In accordance with 10 CFR 2.790 of tne Commission's regulations, a copy of j this lettar will be placed in the NRC Public Document Room.
