25% power startup tests as shown in the Final Safety Analysis Report (FSAR), Amendment 13, Section 13, page 13.19-4 at 18 to 201 power.

t The part of the test program presented La your request is the same as that presented in Section 13 of Amendment 13 to the PSAR except that the test power level is changed from 25% to 18-20% of plant rated power. The test progran in Amandment 13 has been reviewed previously and found acamptable. We have reviewed the offsets of performing the 25% power level tests at the proposed lower power level and have concluded that this ch2nge will not significantly influence the valid-ity of the test results. It also is eencluded that performance of the specific tests at 18-20% plant rated power does not present signifi-cant hazards considerations est described or implicit la the Safety Analysis Report, requires no change in the Quad-Cities Technical Specifications, and that there is reasonable assurance that the health and safety of the public will not be endangered.
