FEEDWATER NOZZLE INSPECTION REQUIREMENTS - QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 (TAC NOS. MA5189 AND MA5190)

Dear Mr. Kingsley:

On October 15,1998, Commonwealth Edison Company (Comed, the licensee) submitted a letter changing a commitment for feedwater nozzle inspections. This letter committed to perform future feedwater nozzle inspections in accordance with the Boiling Water Reactor Owners' Group (BWROG), "Altemate BWR Feedwater Nozzle inspection Requirements" report which was conditionally approved by the NRC in a safety evaluation report (SER) dated June 5, 1998, as an alternative to the recommendations set forth in NUREG-0619. Comed stated that Quad Cities will be implementing the conditions stated in Section 5 of the SER except that: "At this time, Quad Cities Nuclear Power Station is not implementing Condition 6 since the ASME

[American Society of Mechanical Engineers),Section XI Code [ Boiler and Pressure Vessel Code] has not adopted the more recent fatigue curves that address environmental effects."

On April 1,1999, the NRC held a conference call with your staff and determined that there was -

a misunderstanding regarding implications of Condition 6 in the June 5,1998, SER. Regarding Condition 6, it was the intent of the NRC that the licensees use the most recent fatigue curves that address environmental effects that have been approved and incorporated into the ASME Code. This letter confirms the discussions of the April 1,1999, conference callin that Comed will be using the more recent fatigue curves that address environmental effects as approved by the ASME Code.
