WITHDRAWAL OF LICENSE APPLICATION TO AMEND THE QUAD CITIES TECHNICAL SPECIFICATIONS FOR. RESIDUAL HEAT REMOVAL. SERVICE WATER SYSTEM (TAC NOS. 73265 AND 73266)

-(b) Letter from R. Stols to T.E. Murley dated August 7, 1989 In reference (a), Commonwealth Edison Company (Ceco) rev.ision of. Appendix A. Technical ~ Specifications (TS) proposed a temporaryto Facilit Licenses DPR-29'and DPR-30 for Quad Cities Units 1 and 2.
The proposed amendment would allow cross-connecting independent. loops of the Residual Heat Removal:(RHR) Service Water System'. This operational provision was' deemed necessary in the event of further degradation of a crack identified in the "B" loop of the Unit 2 RHR Service Water System.
However, subsequent accelerated (weekly) surveillance of RHR Service Water System performance have provided no
- evidence.of further degradation, and the "B" loop continues to meet TS required flow.: Consequently, by reference. (b), CECO has requested that their application be withdrawn.
Based upon this request, we have terminated all task activities associated with reference (a)'and will close it out as a. licensing action. Although, we do recognize that unanticipated circumstances may warrant resubmittal under exigent or emergency conditions.
