The Shoreham Nuclear Power Station Preliminary 1 Safety Analysis Report, Amendment No. 4, page V-2-41 makes reference to a report SEND-2. Eighty (80) copies of this l

report, "LOCrVS, A Computer Code to Determine the Pressure and Temperature Response of Pressure Suppression Containments to a Loss-of-Coolant Accident," have been submitted to the Atomic Energy Commission by Stone & Webster Engineering Corporation letters of September 15, 1969 and October 24, 1969.

We request that the above titled report be with-held from public disclosure in accordance with the Rules of Practice 10 CFR 2.790.

Stone & Webster has informed us that the LOCIVS l Code has been developed after an extensive time consuming study and analysis by engineers, who are experienced in the design and construction of nuclear power stations. The code has an unusual trade value because it will be used in the design of future power stations and because the exclusive possession of such a code gives Stone & Webster  ;

a marketable advantage over consulting firms which do not I possess the code or a similar code. The exclusive possession M

Dr. Peter A. Morris October 29, 1969 Page 2 of the code enables Stone & Webster to offer prospective nuclear power plant customers the "know how" inherent in it ,

and the savings in time resulting from the use of the code in the administrative process of securing the necessary permits from the Atomic Energy Commission. The disclosure of the report therefore would allow competitors to obtain the fruits of Stone & Webster's specialized work and would seriously affect the competitive advantage the withholding of the report from the public domain would give to it.

No part of this report is presently in the public domain and we believe that withholding it pursuant to the provisions of 10 CFR 2.790 will not adversely affect the public interest. This is especially so in view of the provisions of said rule which make such a report available under appropriate circumstances to interveners in this proceeding.
