Cincinnati Gas and Electric Company (CG6E) in response to an RO:III letter and enclosure dated February 29, 1972, stated that corrective action have been accomplished as follows:

1.

Radiographic requirements covered in the GE specification j

f or the recirculating valves were reviewed for conformance.

2.

The CG&E check list was revised to require access and review of quality requirements.

3.

CG6E obtained GE assurance that the GE inspection representa-tives will conduct inspections through reference to appropriate documentation.

The licensees letter of response reply was found to be satisfactory and this matter is considered to have been resolved.

Storage of Nuclear Steam System (NSS) Components The inspector stated that some of the stored equipment could be adversely affected by severe temperatures and that some sort of heat inside the storage warehouse would'be required during the winter season.

The licensee said that this matter was presently under considera-l tion and that heating would be provided.

General

Status of Construction Dewatering of the reactor building excavated area has been completed. Work now in progress consists of soil density determination to verify that recompacting of the excavated l

area can be initiated.

The condensor circulating water pipe is scheduled to be placed between the river and the site during October and November of 1972.

i The entire construction site has been fenced, and a 24-hour security watch is maintained.

H. C. Nutting Company has been awarded the contract for all I

soil and concrete testing.

Hilltop Concrete Company has been awarded the batch plant contract.

Components for the batch plant are onsite but will not be erected until spring, 1973.

NSS Components, Receiving, and Storage l

Warehouse CG6E has leased a 60' x 160', 9600 square foot, fireproof, l

precast concrete, storage building to warehouse all NSS'

components received onsite.

The warehouse is located in a manufacturing section of Cincinnati, Ohio, approximately

'25 miles from the site.

The building is well constructed and is equipped with a 15-ton overhead crane. A 24-hour security watch is maintained in the area of the warehouse.

Necessary electrical power is available for use within the warehouse.

CG&E is considering heating the entire building, with either electric or gas heaters.

Receiving - Storage All the NSS recirculating pipe for the Zimmer unit has been received and is stored on wood supports within the building.

Also in storage are recirculating relief and gate valves, flow regulators,. pipe restraints, CRD flow and solinoid i

valves, and the Reactor Core Isolation Cooling system (RCIC)

turbine and pump assembly.

All piping and equipment has been inspected for damage and, as necessary, has been rewrapped or recrated.

KEI has all e

equipment tagged " hold" until quality documentation is received from GE.

Proper documentation of the hold tags, with nonconformance reports as prescribed in the KEI QA manual, has been accomplished.

3.

Audits Audits of vendors by CG&E and their inspection agents, Conam Inspection, Incorporated, have been conducted during the past eight months.

The audit reports were reviewed and were found to be properly prepared and signed by authorized personnel.

An internal audit of the CG&E QA program was conducted by Mr. G.

M. Pemberton, Principal Staff Engineer, on May 15 - 16, 1972.

The audit was conducted according to prescribed procedures and the results have been reported to CG&E management.

Details of Subjects Discussed in Section I 4.

General Electric Documentation The inspector reviewed a total of seventeen " quality requirement documents" which have been sent to CG6E to identify the quality requirements for GE manufactured items in keeping with the require-ments of Criterion VII, 10 CFR Part 50, Appendix B.

These documents are to be referenced in the revisions to the CG&E and KEI QA manuals. The quality documents reviewed are as follows.

This refers to the inspection conducted by Mr. Sutton of this office on September 7, 1972, of quality assurance and site preparation activities relative to the Zimmer site and to the discussion of our

Areas examined during the inspection included the nuclear steam supply (NSS) system primary coolant piping and components receiving inspection and storage procedures, the status of site preparation activities, quality documentation to be supplied by the General l

Electric Company for components and equipment manufactured by General Electric, and storage facilities being used for the storage of Class I equipment and components currently at the site. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with Cincinnati Gas and Electric Company personnel, and observations by the inspector.

No items of noncompliance with AEC requirements were identified t

within the areas examined during this inspection.

With regard to questions raised during this inspection, we understand that you intend to: (1) revise the Zimmer Quality Assurance Manual to identify the scope and type of quality documentation to be received at the site with respect to General Electric manufactured NSS system components and equipment, and (2) change the Kaiser Engineering, Incorporated, receiving procedures to reflect this QA Manual revision. We will examine your action on this matter during out next routine inspection.
