SUBJECT: QUAD CITIES INSPECTION REPORT 50-254/99008(DRS); 50-265/99008(DRS)

Dear Mr. Kingsley:

On April 23,1999, the NRC completed an inspection at your Quad Cities Nuclear Power Station.

The enclosed report presents the results of that inspection.

Areas examined included your efforts in addressing the actions requested in NRC Generic

Letter (GL) No. 96-01," Testing of Safety Related Logic Circuits." Within those areas, the

inspection consisted of a selective examination of procedures and representative records,

observation of performance, and interviews with staff. The objective of the inspection effort was

' to determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Based on the results of this !nspection, no violations of NRC requirements were identified.

The NRC inspectors determined that your GL No. 96-01 program effectively demonstrated that

safety-related logic circuits requ; ring testing were being identified and properly tested.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room (PDR).
