This letter confirms our intent to meet with both of you and your staffs on September 7,1999, at 1:00 p.m., in the Region 111 Office, Lisle, Illinois. The purpose of this meeting is to discuss with the Region 111 pilot plants, Prairie Island and Quad Cities, any observations, feedback, lessons leamed and recommendations relative to implementation of the pilot program for the NRC's new Regulatory Oversight Process. The intent is to focus on the new process application as opposed to individual inspection findings.

Pilot implementation of the revised Regulatory Oversight Process is being conducted at nine reactor sites across all four regions. The revised Regulatory Oversight Process utilizes two primary inputs to assess licensee performance: performance indicators and inspection findings. Performance indicators will be submitted to the NRC by licensees on a quarterly basis. Inspection findings are a result of NRC inspections and are documented in the plant

, issues matrix and inspection reports. The pilot program began in June 1999 and is scheduled to run through December 1999. The pilot program is intended to test how effectively the revised oversight process works and to identify possible problems. After incorporating lessons leamed from the pilot, the NRC plans to implement the revised Regulatory Oversight Process for all plants in April 2000.
