EMERGENCY TECHNICAL SPECIFICATION CHANGE - QUAD CITIES STATION, UNIT NOS. 1 AND 2 By letter dated August 29,.1989, you requested an emergency Technical

' Specification change which would permit the "B". loop of the Residual Heat Removal (RHR) heat exchangers on each unit to be fed from the RHR."C" and "D" service water pumps on Unit I via the cross-tie line until November 1, 1989.

.' This emergency Technical Specification change is required to commence startup of Unit 2 and satisfy the RHR requirements as specified in the FSAR that one RHR pump.ard one RHR service water pump per loop be operational.-

We have reviewed your evaluation and the justification provided in your submittal and find it acceptable. This. letter confirms the verbal granting of a temporary waiver of compliance for the above change for Unit Nos.1 and 2.

This waiver of compliance will be in effect through September 1, 1989 while we complete.the. processing of your emergency change request.
