This refers to the special safety inspection conducted by Mr. J. F. Smith of 4 , this office on June 5 through August 2, 1990, of activities at the Quad Cities- f - Station, Units 1 and 2,. authorized by NRC Operating Licenses No. DPR-29 and No. DPR-30 and to the discussion of our findings with Mr. R. L. Bax and others of 1 your_ staff at the conclusion of the-inspection. j The enclosed copy of our inspection report identifies areas examined during 1 .- the inspection. The inspection was performed to investigate the validity:of

Within:these areas,:the inspection consisted of a selective exar.:ination of- a- procedures and repre'sentative records, observations, and interviews with - i ' , personnel. 1 We are releasing this report at this time for your information. The apparent J ! violation, described in Paragraph 2.b.(1) of this report, is being. reviewed for' potential enforcement action. An upcoming enforcement conference will be held in the Region 111 office with you and other members of your staff.
