SUBJECT: QUAD CITIES INSPECTION REPORT 50-254/99018(DRP);

50-265/99018(DRP)

Dear Mr. Kingsley:

On September 8,1999, the NRC completed an inspection at your Quad Cities Units 1 and 2 ,

reactor facilities. The results were discussed with Mr. Bames and othcr members of your staff. 1

The enclosed report presents the results of that inspection.

. The inspection was an examination of activities conducted under your license as they relate to I

safety and to compliance with the Commission's rules and regulations and with the conditions

of your license. Within these areas the inspection consisted of a reiective examination of

procedures and representative records, observations of activities, and interviews with

personnel. Specifically, this inspection was conducted by the resident inspectors and focused

on reactor safety.

Based on the results of this inspection, NRC identified fiva issues of low safety significance that

have been entered into your corrective action program and are diccussed in the summary of

findings and in the body of the enclosed report. One of these issues involved a violation of

regulatory requirements. Because of the low safety significance, this issue is not being cited in

accordance with the NRC enforcement policy. If you contest this non-cited viblation, you should

provide a response within 30 davs of the date of this inspection report, with the basis for your

denial, to the Nuclear Regulato;y Commission, ATTN: Document Control Desk, Washington

DC 20555-0001, with copies to the Regional Administrator, Region lil, the Director, Office of

Enforcement, U, .d States Nuclear Regulatory Commission, Washington, DC 20555-0001,

and the NRC Resident inspector at the Quad Cities facility.
