The Regulatory staff's continuing review of reactor power plant cafety indicates that the consequences of poetniated pipe failures or:: cide of  !

the containment structure, including the rupture of a main steam or feed-water line, need to be adequately documented and analyzed by licenseco and applicants, and evaluated by the staff as soon as possible. Criterion No. 4 of the Commission's General Design critoria, listed in Appendix A of 10 CFR Part 50 requires that:

" Structures, systems, and components important to safety shall j be designed to accotstodate the effects of and to be compatible I with the environmental conditions associated with normal opera- l tion,snaintenance, testing and postulated accidents, including j loss-of-coolant accidents. These structures, systems, and com- 1 ponents shall be appropriately protected against dynamic effects, l including the effects of nissiles, pipe whipping, and discharging fluids, that may result from equipment failures and from events and conditions outside the nuclear power unit."

Criteria Nos. 40 and 42 of the previous (1967) issue of the Cocunission's General Design criteria reficcted similar requirements.

Thus, a nuclear plant should be designed so that the reactor can be shut- '

down and maintained in a safa shutdown condition in the event of a postu- {

isted rupture, outside courninment, of a pipa containing a high energy fluid, including the double ended rupture of the largest pipe in the main j steam and feedwater systems. Plant structures, systems, and components -

important to safety should be designed and located in the facility to accommodate the effects of such a postulated pipe failure to the extent 4 l necessary to assure that a rafe shutdown condition of the reactor can be

' accomplished and maintained.

1 Based on the information we presently have available to as on the Zimmar i

.e Nuclear Power Station, we understand that the main steam and feeduatar 14=== run in a reinforced concrete tunnel from their containment penetre-tions.to their terminal points. The main steam line has one seismic

restraint in the tunnel but no 11 ass have restraints against pipe whipping.

Venting of the discharge fram a postulated pipe rupture is prwFided from the' tunnel to either the turbine building or reactor building.

Although it appears that the plant design is capable of withstanding the affects of a postulated rupture in the steam or feedwater lines, we request that you provide us with analyses and other relevant information needed )
