Gentlemen:
.This refers.to the routine resident inspectors' safety inspection
conducted by Messrs ~. R. L. Higgins, K. R. Ridgway, A. Dunlop, J. M. Shine,
J. H. Neisler, and Ms. P. R. Rescheske of this office, and by Mr. T. M. Ross
of the Office of Nuclear Reactor Regulation on May 14 through June 24, 1989,
of activities at Quad Cities Nuclear Power Station, Units 1 and 2 authorized
by NRC Operating Licenses No. DPR-29 and No. DPR-30, and to the discussion
of our findings with Mr. G. Spedl at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this.inspectior a discrepancy was identified concerning the functional
descriptions of certain drywell valves as currently stated in the Updated Final
Safety Analysis Report (UFSAR).
Previously, on June 7, 1989, NRR notified
Commonwe-lth Edison Company of numerous other discrepancies and deficiencies
in the Quad. Cities UFSAR (see attachment to this Inspection Report). We are
requesting that CECO include the check valve issue described in paragraph
5.b.(2) of the enclosed inspection report in your response to NRR with a copy
to NRC Region III. The NRC plans to review the significance of various
identified findings, within the UFSAR, together with your response and
corrective actions for future potential enforcement.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room.
