SUBJECT: NRC INSPECTION REPORT NOS. 50-321/86-06 AND 50-366/86-06 Thank you for your response of June 30, 1986, to our Notice of Violation and Proposed Imposition of Civil Penalty issued on May 28, 1986, concerning licensed activities conducted at your Hatch facility. We have evaluated your responses to violations I, II.A, and II.C and found that they meet the requirements of 10 CFR 2.210. We will examine the implementation of your corrective actions during future inspection Af ter careful consideration of the basis of yeur request that the proposed civil penalty for Violation I be mitigated, we have concluded, for the reasons presented in the enclosure to this letter, that the civil penalty should remain as presented in the Notice of Violatio A detailed review of information presented in your request for reduction of the Severity Level for violations II.A and II.C has been determined not to be of sufficient basis to warrant reductio Your btsis for dental of Violation !!.B is that a functional test was performed on all intrusion alarms. Your are requested to provide the basis for your statement and any documentation of the functional test to this office for review and further evaluation of violation II.B in a supplemental response. For the reasons presented in the enclosure to this letter, your stated bases for denial of violations II.D and II.E are not considered to be adequate justification for withdrawal of these violations. Therefore, in accordance with 10 CFR 2.210(a),

please submit to this office within 30 days of the date of this letter your supplemental response for violation II.B and a written statement describing steps which have been taken to correct violations II.D and II.E. the results achieved, corrective steps which will be taken to avoid further violations, and the date when full compliance will be achieve In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and security measures are exempt from public disclosure; therefore, the enclosure to this letter will ng be placed in the NRC Public Document Roo ['[GINr cenu g, ADOCK 0500 ,
