In accordance with the provisions of 10 CFR 50.7'1, Southern Nuclear Operating Company (SNC) hereby submits I signed original and 10 copics of this amendment to the Final Safety Analysis Reports (FSARs) (Revision 17B) and the Fire Hazards Analysis and Fire Protection Program (FHA) (Revision 14B) for Plant Hatch Units 1 and 2.

Prior FSAR amendment 17A (January 1999) and prior FHA amendment 14A (January 1999), in conjunction with enclosed FSAR amendment 17B and FHA amendment 14B, reflect plant changes through January 1999, thereby satisfying the requirements of 10 CFR 50.71.

In accordance with NEI 98-03 Revision 1, section A6, SNC hereby reports the information removed in FSAR amendment 17B. Unit 1 FSAR Chapter 14, Plant Safety Analysis, and Unit 2 FSAR Chapter 15, Accident Analysis, have been combined, with redundant information removed.

As such, Unit 1 FSAR Chapter 14 is deleted in its entirety and the combined safety analysis is contained in Unit 2 FSAR Chapter 15. This change is consistent with the virtually identical system designs, and similar thennal-hydraulic and transien: behavior characteristics of the two units. This ,

change was prepared as part of the ongoing Plant Hatch FSAR upgrade program. I in accordance with 10 CFR 50.71(e), Mr. H. L.
