.(NRC INSPECTION REPORT NOS. 50-321/89-02 AND 50-366/89-02)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

B. R. Crowley on February 27 - March 17, 1989. The. inspection included a

review of activities authorized for your Hatch facility. At the conclusion of

,

the inspection, the findings were discussed with those members of your staff-

'

identified.in'the enclosed Inspection Report.

Areas examined during the inspection are identified in the report. The

e

' inspection was - performance based, directed toward evaluation of equipment

.. ' conditions, observation of in process maintenance activities, review 'of

' equipment histories, and evaluation of performance indicators, maintenance

control procedures, and the overall maintenance program.

The inspection findings are summarized in the Executive Summary of the report.

In general, the findings show that you have developed a good maintenance

program with good implementation. Particularly noteworthy in contributing to

an overall good progra'n was a strong training program, a good data base, and

a good system for. identification of deficiencies and initiation of corrective

action. Your attention is invited to the weaknesses identified in the report.

In particular, weaknesses relative to the preventive maintenance program for

electrical equipmenta and inadequate corrective action shtuld receive attention.

The inspection findings indicate that certain activities appeared to violate

NRC- requirements. The violations, references to pertinent requirements, and

elements to be included in your response are describec' in the enclosed Notice

of Violation. Additionally, because all of the criteria for categorization of

non-cited ' violations were met with regard to item 366/89-02-08, one other

violation is not being cited. Therefore, no response to this non-cited

violation is required. The details pertaining to this violation are described

in the enclosed inspection report.

In ' accordance with Section 2.790 of the NRCs " Rules of Practice," Part 2,

. Title 10, Code of . Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
