SUBJECT:

HYDROSTATIC TESTING OF MAIN STEAM PIPING, EDWIN 1. HATCH HUCLEAR PLANT, UNITS 1 AND 2 (TACS 71943 and 71944)

In a letter dated July 11, 1988, Georgia Power Company (GPC) requested relief from the ASME Code Section XI requirement for testing the Class 2 portions of the main steam lines _ of the Hatch units at 1.25 times the design pressure.

In a letter dated Cctober 13, 1988, the staff denied this reque t based upon insufficient technical information to justify a determination that the Code-required test was impractical.

By letter dated January 23, 1989, GPC provided additional information in support of the relief request, and informed the staff that, in a parallel action, it had been in contact with the ASME Section XI Code Committee to request a rvision to the Code requirement.

Subsequently, a GPC letter dated May 30,19<

informed the staff that on May 5,1989, the full ASME committee had approved a Code Case (N-479) that would allow alternate testing of the Class 1 and Class 2 portions of the main steam lines at the~ same time at Class 1 pressure. Although Code Case N-479 has not been approved for general usage by the NRC, it has been reviewed and found to be acceptable for use at Hatch Units 1 and 2.

This approved Code Case will allow hydrostatic testing of the main steam lines eff9ctively as initially proposed by GPC in its July 11, 1988, relief request.

Accordingly, relief is no longer needed and the May 30, 1989 letter withdrew l

the relief request.

In accordance w Mh the May 30, 1989 letter from GPC, the staff is taking no further action on the relief request and this matter is closed.
