Dear Mr. Sumner:

In a letter dated March 16,1999, Southern Nuclear Operating Company, licensee for the l Edwin 1. Hatch Nuclear Plant, Units 1 and 2, submitted a revised relief request (RR), RR-P-14, for its Inservice Testing Program for Pumps and Valves. The staff has reviewed the proposed alternative testing method against the requirements of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code pursuant to Title 10 of the Code of Federal Reaulations (10 CFR) Section 50.55a.

RR-P-14 was initially submitted in a letter dated March 25,1997. The staff's safety evaluation (SE) dated August 21,1997, authorized the use of the proposed alternative testing method for an interim period of 120 days. RR-P-14 was subsequently revised and resubmitted to the NRC in a letter dated March 16,1999.

The staff reviewed revised RR-P-14 and the results are provided in the enclosed SE. The alternative to the Code requirements proposed in RR P-14 is authorized pursuant to  !

10 CFR 50.55a(a)(3)(li). Compliance with the specified requirements of ISTB 4.6.2(b) would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
