Dear Mr. Sumner:
By letter dated March 5,.1999, you submitted proposed changes to the Edwin 1. Hatch Nuclear Plant emergency classification scheme to add emergency action levels (EALs) related to the operation of the Independent Spent Fuel Storage Installation.
The staff has completed its review of the proposed EALs. We conclude the revised emergency classification scheme meets the requirements of 10 CFR 50.47(b) and Appendix E to 10 CFR Part 50. The basis for this conclusion is contained in the enclosed safety evaluation. You stated that State and local agreement was obtained regarding these EALs. Therefore, you may
