Dear Mr. Sumner:

Your January 27 and October 20,1997, submittals provide responses to 6L 96-06, " Assurance j

of Equipment OperabiCty and Containment Integrity During Design Basis Accident Controls," for Edwin 1. Hatch Nuclear Plant, Units 1 and 2. The staff has completed its review on the issue of thermally induced pressurization of piping runs penetrating the containment. The two-phase flow issues are still under staff review. The staff's evaluation of these issues will be sent to you in a separate letter.

In your submittal of January 27,1997, you identified four penetratior.s in Unit 1 and five l

penetrations in Unit 2 that are potentially vulnerable to a water solid velume that may be j

subjected to an increase in pressure due to heating of the trapped fluid. The affected four lines for Unit 1 are: Residual Heat Removal (RHR) Shutdown Cooling Suction Lines; Drywell Floor

' Drain Sump Discharge Lines; Drywell Equipment Drain Sump Discharge Lines; and Demineratized Water Lines to the Drywell. The lines involved for Unit 2 are those listed for Unit 1 plus one Drywell Chemical Drain Sump Line. You determined the affected penetrations 1

are operable based on an evaluation demonstrating acceptable piping plastic deformation and potential leakage through packing, bonnet gaskets, and/or valve seating surfaces, and you l

informed the NRC staff in your submittal of January 27,1997, that all susceptible systems are opmble and capable of performing their intended safety function. For long-term corrective action, you committed to revise operating procedures to include draining of each Demineralized Water Une penetrating the containment in each unit, and the Unit 2 Chemical Drain Sump Line, following each outage in which the lines are used.

l la the October 20,1997, submittal, you informed the staff that the design modifications to the j

l remaining three lines had been installed on Unit 2 during the refueling outage in March 1997, and modifications on Unit 1 were scheduled for installation during the fall refueling outage, which was then, in progress. The modification to the Drywell Floor Drain Sump and Drywell Equipment Drain Sump Discharge Lines consisted of installing a pressure relief valve in the section of isolated piping. The relief valves and piping were designed to meet the design-basis 8

requirements stated in the Updated Final Safety Analysis Report. Modification to the RHR Shutdown Cooling Suction Lines consisted of installing a bypass line from the section of isolated piping to upstream piping. The bypass line contains a check valve. The bypass piping and valves were also designed to meet the design-basis requirements.
