' COMPLIANCE WITH ATWS PULE, 10 CFR 50.62, FOR HATCH UNITS 1 AND 2 (TACs 59101 AND 59202)

An NRC letter dated Decester 14, 1988 provided the then current status of the NRC's review of Georgia Power Company's (GPC) conformance to the requirements of the ATWS Rule,10 CFR 50.62, for Hatch Units 1 and 2.. We stated in that letter that the Hstch units were in full compliance with rule requirements for boiling water reactors except'for one open item regarding testability at power of the Alternate Rod Injection (ARI) system. We requested that you document a design modification to the ARI system that would resolve this open issue.

By letter dated July 7,.1989, GPC committed to implement a design change that would utilize test switches to block the actuation signal to the ARI solenoid valve during testing..thereby enabling the ARI actuation relays to be energized.without causing the valves to change state. This design change, in conjunction with an alarm to alert the operator that a test of the system is in progress, would allow testing of the ARI system at power. The changes are to be implemented by the end of.the 1990 ar.d 1991 refueling outages for Units 1 and 2, respectively.

We have reviewed your proposed design change commitment and implementation schedule and find them acceptable. Accordingly, we conclude that these changes in conjunction with the other ATWS modifications, when implemented, will bring the Hatch Nuclear Plant, Units 1 and 2, into full compliance with the ATWS rule, 10 CFR'50.62.
