NOTIFICATION OF DISCREPANCY IN SAFETY EVALUATION FOR. -
IMPROVED TECHNICAL SPECIFICATIONS (ITS) RELATIVE TO RELOCATION OF INFORMATION - EDWIN 1. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M99287 AND M99288)
Dear Mr. Sumner:
In your letter dated July 14,1997, you stated that the Process Control Program (PCP) for solid radioactive waste had been relocated to the PCP manual. You had previously committed to relocate the PCP in the Quality Assurance (QA) Program Requirements section of the Final Safety Analysis Report. In our letter dated September 9,1998, we stated that relocation of the PCP to the PCP manual was not acceptable, and that the PCP programmatic controls described in the enclosure to your July 14,1997, letter should be relocated to the QA program description.
We have reconsidered your relocation of the PCP to the PCP manual against the guidance in Regulatory Guide 1.143 and believe that the level of QA proposed for your QA program will provide adequate oversight and control. Therefore, we conclude that locating of the PCP in the PCP manualis acceptable.
