SAFETY EVALUATION OF RELIEF REQUESTS FOR THE PUMP AND VALVE INSERVICE TESTING PROGRAM - EDWIN 1. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. MA1296 AND MA1297)
Dear Mr. Sumner:
In your letter dated March 11,1998, you submitted four new relief requests and one revised relief request for the inservice testing (IST) program for pumps and valves for the Edwin I.
Hatch Nuclear Plant, Units 1 and 2. The NRC staff has reviewed the proposed relief requests against the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code pursuant to Title 10 of the Code of Federal Reaulations. Section 50.55a.
The dernative proposed in Relief Request RR-P-15 is authorized pursuant to 10 CFR 50.55a(a)(3)(i) in that it provides an acceptable level of quality and safety. Relief Requests RR-V-7, RR-V-12, RR-V-14, and RR-V-15 are authorized pursuant to 10 CFR 50.55a(a)(3)(ii) in that it has been determined that compliance with the specific requirements results in a hardship without a compensating increase in the level of quality and safety.
The details of the staff's review are provided in the enclosed Safety Evaluation. This completes the technical review performed by the staff under TAC numbers MA1296 and MA1297.
