SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-321/89-08 AND 50-366/89-08)

This refers to the Nuclear Regulatory Commission (NRC) inspection led by

Mr. F. Jape on May 15-19, June 5-9, 1989, and June 19, 1989. The inspection

included a review of activities authorized for your Hatch facility. At the

conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed Inspection Report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress. The results of this inspection indicate that the

emergency diesel generators and support systems are capable of achieving their

design functions. The various concerns identified by the inspection team

do not severely impact the overali functionality of the systems, however these

concerns should receive attention.

The inspection findings indicate that certain activities appeared to violate

NRC requirements. The violations, references to pertinent requirements, and

elements to be included in your response are described in the enclosed Notice

of Violation.

We are concerned with the implementation of the inservice testing of pumps,

and valves on the emergency diesel generator system. The surveillance program

for the fuel oil transfer pumps and the starting air check valves does not

adequately verify functionality of the safety related components. Degradation

of a fuel transfer pump would not be detected and fuel starvation could occur

when the diesel is in use. Leakage of air check valves may not be detected

because the air compressors will maintain air pressure on the starting air

tank. Reliance on these non-safety grade compressors to compensate for leaking

check valves is not acceptable. We are aware that relief requests have been

submitted on these components which have not been responded to as yet. However,

you should perform adequate testing until relief is granted, as stated in

Generic Letter 89-04. Please describe action to address this concern in

your response to this inspection.
