SUBJECT:
GUIDANCE-FOR--THE REPORTING 0F EVENTS UNDER THE REQUIREMENTS'0F
,1 10 CFR.50.73
.'In'spection - Re 50-321,366/90-14,. identified an Unresolved Item
- (URI 90-14-01) portconcerning-the bases upon which Plant Hatch was deciding whether or' not' to submit reports in: accordance wMh 10 CFR 50.73.
This; issue was,
! subsequently, addressed during.the NRC/GPU interface meeting conducted.on
-June 28 J 1990, 'at the ~ SON 0PC0 corporate offices.
At this. time, : the. GPC.
~
Ecorporatel policy'was-specified to'NRR and Region'II management.
- Region II requested a technical clarification from the Office of 'Nuclearx..
Reactor Regulation (NRR);concerning the. appropriateness of the logic which GPC was, using to determine - event -reportab_ility.
The: response from NRR :to thisi
' : requestiis enclosed.
Essentially, it states; that;the restrictive interpre :
w ' tation of."ESF> Actuation". promulgated by GPC is inaccurate and tends to result..
m in1an insufficient rep'ortingLphilosophy.
This has resulted in. Plant Hatch not.
, reporti:ig events which shouldihave been reported.and could lead to further such i
instances, Y<,u'should review the guidance which is currently in effect within:the entire-c SONPCOL project and. modify procedures, as appropriate, to ensure' an appropriately sensitive 'and accurate. reporting-threshold exists.
The'NRC' q
sponsored Event Report Workshop, scheduled for Septercber 28, 1990, at the Omni'
.Hotellin Atlanta, Georgia, may provide a-forum for additional clarification.
should you-have any questions concerning this matter, please~ contact myself or.
