ur..Emii,tes, tty ,y g g g U "' May 28, 1986 NMsST A MESSAGE TO THOSE WHO THINK THEY RUN THE UNI The Russian newspaper Pravda, which means TRUTH, is printed by the State which feeds the people only what the Kremlin warts their people to believe.

In the United States, public brainwashing is more convoluted.

The United States has the Executive Branch, elected by the people; Congress, elected by the people and the Judiciary.

Secrecy, subterfuge and downright lying to the people concerning the dangers of nuclear radiation is usually accomplished in the United States through Federally created Administrative Agencies, such as the Defense Department, the Department of Energy and the Nuclear Regulatory Commission, not to mention the special interests that control the created Federal Agencies.

Any of these agencies can hold public hearings to give the appearance of Democracy in action.

the Nuclear Regulatory Commission gave Davis-Besse bury low level radioactive wastes in Navarre Marsh, the Davis-Besse site, without a public hearing, without any studies by the NRC.

We assume from the correspondence between Toledo Edison and the that this on site disposal was arranged through this correspondence NRC accepted and by telephone alone, without any NRC on site studies.

Toledo Edison environmental reports on face value.

But someone read the Federal Register that documented this permis without a public hearing.

When learning of this on site burial permission, a host of Ohio citizens objected to the on site They disposal wroteoftolow level radioactive Governor Celeste, asking wastes and demanded a hearina.

As a registered voting citizen, if you have pertinent and valid conments to make at any one of these public hearings, you must meet all kinds of nit-picking qualifications before the unelected Governme will allow you freedom of speech to participate at the continued - ---- -- ----

4 PAGE TWO A MESSAGE TO THOSE WHO THINK THEY RUN THE UNITED STATES:

The Judiciary will be ' silent on these matters until citizens spend money to hire an attorney to fight for their Constitutional right of free speech.

For a citizen to have to resort to a court and have to pay a lawyer for what is a Constitutional right is a hypocrisy far worse than that in Russia.

twenty The writer has been a full time volunteer environmentalist for years. The Toledo Edison Company, through its Washington,D.C.

attorneys, has lust petitioned to have the NRC deny Citizens for Land and Water Use, Inc. permission to intervene on behalf of Lake Erie clean water and uncontaminated Lake Erie Walleye and Perch. A job we have been doing for two decades.

Many other individuals and groups along Lake Erie, including the State of Ohio, are waiting for permission to intervene on behalf of the general welfare of the people and the State.

Can you imagine United States citizens waiting for one of the Federally appointed agencies to give us permission to speak at a public hearing, on behalf of our own welfare?

This threat to a United States Constitution guarantee to be heard is disgraceful and cannot be condoned.

I am sure that the special interests that pull the Nuclear Regulatory Commission's strings will 90 down in history as having such contempt for United States people and the United States Constitution that they knowingly denied the existence and dangers of nuclear radiation until the radiation problem was widespread. -

The epitaph for the United States will read that the special interests also died from the effects of the unnatural nuclear radiation that they so cleverly persisted in proliferating.
