DAVIS-BESSE NUCLEAR POWER STATION AND PERRY NUCLEAR POWER PLANT- REQUEST FOR APPROVAL OF QUALITY ASSURANCE PROGRAM CHANGES (TAC NOS. MA6323 AND MA6314)
Dear Mr. Stetz:
As described in your letter dated August 19,1999 (PY-CEl/NRR-2411L), FirstEnergy Nuclear s Operating Company (FENOC) has developed a corporate Quality Assurance Program Manual (QAPM) for its two nuclear facilities, the Davis-Besse Nuclear Power Station (DBNPS) and the Perry Nuclear Power Plant (PNPP). A comparison of the FENOC QAPM with each facility's docketed Quality Assurance Program identified changes that represent a reduction in commitment from the Quality Assurance Program descriptions previously approved by the NRC. Therefore, pursuant to 10 CF R 50.54(a), your letter submitted these changes for NRC review and approval.
Areas of concem resulting frms our review have been discussed with your staff. As a result, your letter of October 14, *Z9 (PY-CEl/NRR-2438L) addressed our concerns. Based on our need to review this add %nal inforrnation, we are unable, at this time, to make a determination regarding the accepbd.iity of the proposed changes pursuant to 10 CFR 50.54(a). Therefore, you should refrain from implementing these changes until you have been formally notified otherwise. We anticipate completing our review and issuing our findings shortly.
