Preparedness (REP) Exercise for the Davis-Besse Power Station. The State of Ohio, Ottawa, I
Lucas, and Erie Counties panicipated in this exercise. First Energy, the utility operator, also j
panicipated in this exercise, Copies of this report were transmitted to the Nuclear Regulatory j
Commission's (NRC) National Office, the Federal Emergency Management Agency's (FEMA) '
i National Office, and the State of Ohio.

~ State and local organizations, except where noted in this report, demonstrated knowledge of their emergency response plans and satisfactorily implemented them. There were no Deficiencies identified for anyjurisdiction during the exercise. There were no Areas Requiring Corrective
- Action (ARCA) for the State of Ohio, Lucas and Erie Counties. There was one ARCA and two l
Planning Issues identified in Ottawa County as defined in part four of the exercise report.
- Based on the results of the May 4,1999 exercise, the offsite radiological emergency response plans and preparedness for the State of Ohio, Ottawa, Lucas, and Eric Counties, site-specific to the Davis-Besse Power Station can be implemented. These plans are adequate to provide

reasonable assurance that appropriate measures can be taken offsite to protect the health and i
l safety of the public.

Therefore, Title 44 of the Code of Federal Regulations (CFR), Pan 350, approval of the State site-specific offsite radiological emergency response plans and preparedness for the Davis-Besse Nuclear Power Station, granted on March 15,1991, remains in effect.
