Dear Mr. Gannis:

This is in response to your letter dated July 20, 1986, in which you requested, pursuant to the Freedom of Information Act (F0IA), records concerning (1) the procedure and criteria for removing NRC Comissioners, (2) the NRC's estimate of current and eventual fatalities from the Chernobyl accident, and (3) an estimate of fatalities and injuries from worst possible radiation release accidents from the Perry and Davis Besse nuclear power plants; the radius in which these deaths and injuries could occur; and the source of these estimates.

Concerning category 2 of your request, we have been informed by the staff that many news articles as of late July 1986 have reported 28 early deaths and a much larger number of future deaths from the Chernobyl-4 accident. A document which did not exist at the time you filed your F0IA request, but which, in part, is on the subject of category 2, is identified on the enclosed appendix.

The pertinent parts of this document are being placed in the NRC Public Document Room (PDR), 1717 H Street, NW, Washington, DC 20555, in file folder F01A-86-548 under your name. The NRC staff has not prepared any independent estimates such as you requested.

Concerning category 3 of your request, you may wish to refer to the record listed at number 2 on the enclosed appendix. This record is available in the PDR for public inspection and copying.

The NRC does not have any other records subject to your request.
