Dear Dr. Palladino:

As a representative of over 110,000 citizens and a concerned resident of northern Ohio, I am writing to urge the U.S. Nuclear Regulatory Commission to revoke its approval of Toledo Edison's application to bury low-level radio-active waste at the Davis-Besse Nuclear Power Plant.

It is vital that the health and safety of those persons living in the area surrounding the Davis-Besse facility not be placed in jeopardy.

It is my belief that inadequate testing and evaluation have been done to guar-antee that no danger exists for nearby residents.

Until appropriate data collection can be completed, I hope you will agree to suspend Toledo Edison's authority to deposit its waste.

As I am sure you are aware, because of a lack of complete knowledge in the field, any dose of exposure to radiation must be presumed to have a harmful effect.

Until data exists which definitively determines what con-stitutes safe or unsafe levels of exposure, error must be made on the side of caution for the sake of our citizens.

Revocation of Toledo Edison's authority to dispose of waste at Davis-Besse will. certainly be consistent with the Nuclear Regulatory Commission's policy of keeping radiation exposure "as low as reasonably achievable."

In addition to the health concerns, the question of the environmental impact caused by the burial has not been adequately addressed.

Thousands of Ohioans rely on the resources around Davis-Besse and all efforts must be made to guarantee irreversible harm is not done.

Protection of the wetlands surrounding the facility is very important as they provide a rich source of fish breeding, wildlife habitation, and protection of both endangered species and our groundwater supply.

t Dr. Palladino May 2, 1986 Page 2 As I understand it, no actual testing has been done on the site to deter-mine the possible extent of groundwater contamination by the burial even though there are several groundwater wells near the proposed site.

I consider it essential for a exhaustive study to be done on the potential for contam-inants to enter our water supply before we are all exposed to potentially harmful agents.

A further concern is that the proposed site is an area of potential flooding.

The site is less than one mile from the Lake Erie shoreline and with the lake at its highest levels in history in many areas, this location is very', susceptible to being deluged.

The bottom line is that there simply is not enough data existing to show the full health and environmental impact of the burial.

Furthermore, greater input from people in the area which will be affected is needed.

Again. I urge you to reconsider the decision to allow Toledo Edison 6 to dispose of its radioactive waste at the Davis-Besse plant.

As public officials, we both have a responsibility to do all we can to ensure the safety of our citizens.
