This is a Resolution opposing the application of the Toledo Edison Company for permission to bury radioactive sludge at its Davis-Besse Nuclear Power Station.

The Council has instructed me to send a copy of this Resolution so that you may know of their objection because of the potential contamination of the largest fresh water source in the Country.

A RESOLUTION TO Tile NUCLEAR REGULATORY COMMISSION OF Ti!E UNITED STATES OPPOSING Tile APPLICATION OF Tile TOLEDO EDISON COMPANY FOR PERNISSION TO BURY RADI0 ACTIVE SLUDGE AT ITS DAVIS-BESSE NUCLEAR POWER STATION; AND DECLARING AN EMERGENCY.

WilEREAS, ,the Toledo Edison Company of Toledo, Ohio, has filed with the U. S. Nuc1 car Regulatory Commission an application to permit said company to bury radioactive sludge on or near the power station site; and WilEREAS, the burying of said radioactive sludge has the possibility of contaminating Lake Erie; now, therefore:

BE IT RESOLVED BY Tile COUNCIL OF Tile CITY OF SEVEN llILLS, 01110:

Section 1. That the Council of the City of Seven Ilills l' hereby expressly objects to the burying of radioactive sludge at or near the site of the Davis-Besse Nuclear Power Station because of the potential contamination to Lake Erie.

Section 2. That the Clerk of Council be and she is hereby authorized and directed to forward certified copies of this Resolution to the United States Nuclear Regulatory Commission and to United States Senator John Glenn, United States Senator lioward Metzenbaum, United States Congresswoman Mary Rose Oakar, State Senator Grace Drake, and State Representative Robert Jaskulski immediately upon its adoption.

Section 3. That this Resolution is hereby determined to be an emergency measure necessary for the immediate preservation of the public peace, health, safety, and welfare of the City of Seven liills, and for the further reason that the concern of the City of Seven liills be expressed in a timely fashion so that its opposition he known to the Nuclear Regulatory Commission before said Commission makes its recommendation. Wherefore, this Resolution shall take effect and be in force immediately upon its adoption; otherwise, at the earliest period allowed by law.
