The League of Women Voters has had a position in Lruul I;se since 1972 under which we.

state that it. is the responsibili ty of government to identify and regulate areas of critical concern, which include fragile lands such as shorelines of rivers, lakes and streams, estuaries mid Inys; rare ecosystems such as wetlands; and natural hazard lands such as floodplains. The League of Women Voters also has a position which states that " Action. . ." should be taken "to improve and protect water quality and t.o supinrt planning and management of water resources to meet, local and regional needs, and the national interest.'

The League of Women Voters of Ohio fully agrees wit.h the statements of the League of Women Voters Inke Eric Basin Committee and the League of Women Voters of Rocky River dated April 10, 1986. Ilowever, we do have one addition to the test.imony: the Nav-arre Marsh is part of the Davis-Besse site as well as adjacent to it. As tne State of Ohio asserts in it.s Intition to intervene, the site would not be approved for disposal of solid waste (Ohio Administrative Code Sect. ion 3745-2G), mainly c'ue to its being located within a 100 year floodplain. We believe that low-level radiation waste MUST have AT LEAST the same care in its handling and disposal.

Millions of Ohio residents receive their drinking water from Inke Erie ani the groundwater from the wetlarais and rivers of the area. Radiation wastes in a flood-plain will surely pollute the groundwater. We feel that the Sinte of Ohio has adequat ely expressed our concerns in its pet.ition; however, we are concerned that any group in the Inke Erie Pasin would be prevented from twing intervenors at. these hearings. Basically, we are wry concerned t. hat burial of low-level radiation wast e at this site wil1 threaten our resources and environment.
