Dear Mr. Bloch:

1 I would like to begin my comments with two observations: '

1. I do not believe in signing blank checks.
2. I do not believe it is a good idea to play poker with a stacked d eck. I With these two propositions in mind, I would like to state that public l hearings such as we have here today are an outrageous farce that only a I circus press agent could adequately describe. Here is the Theatre of the j Absurd brought up to such a high state of near perfection that it would )

be difficult if not impossible to improve on it. At times these hearings have a touch of humor. At times, on's can even detect a certain charm.

However, most of the time they are sublimely idiotic. Personally I find 1 these hearings quite entertaining. It is getting harder and harder to )

tell government from show business! j 1

Aside from that, I should mention that it is my most pious and cherished l I

belief, based on long and careful observation and supported by incessant prayer and meditation, that these hearings are a dreadful fraud and swindle.

(I pause here to give thanks to the late H. L. Mencken, the Sage of Baltimore.

May his soul rest in peace.)

From what has been stated above, you no doubt have assumed that I do not care to participate in this Theatre of the Absurd over which you preside

, (at the taxpayers' expense, I might add). Well you are quite right.

1 There is still another reason why I don't intend to play your little game.

While I may not be burdened down with a lot of suffocating virtues, I do possess a certain amount of pride and self respect. inough so that I refuse to demean myself by getting down in the gutter with you to play your '

silly games.

For my last comment here I would like to state that a full-scale criminal investigation of the N.R.C. is long overdue.

If you find ther-e comments a bit on the harsh side, let me assure you that what I could say would make the above sound like an unrestrained eulogy!
