EVALUATION OF THE SECOND 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM REQUEST FOR RELIEF NOS. RR-A16, RR-A17, AND RR-B9, DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 (TAC NO. MA4549)
Dear Mr. Campbell:
By letter dated January 4,1999, as supplemented by letter dated June 17,1999, the FirstEnergy.
Nuclear Operating Company (FENOC) submitted three requests for relief from requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code) for the Davis-Besse Nuclear Power Station, Unit 1. The staff has reviewed and evaluated the information provided by FENOC.- For Request for Relief Nos. RR-A16 and RR-A17, the staff concludes that compliance with the Code requirements would result in j
hardship or unusual difficulty without a compensating increase in the level of quality and safety-therefore, the alternatives in RR-A16 and RR-A17 are authorized pursuant to 10 CFR 50.55a(a)(3)(ii). For Request for Relief No. RR-B9, the staff concludes that the proposed
. attemative provides an acceptable level of quality and safety; therefore, RR-B9 is authorized pursuant to 10 CFR 50.55a(a)(3)(i).
