SUBJECT: NRC RADIATION PROTECTION INSPECTION REPORT 50-346/99002(DRS)

Dear Mr. Campbell:

On February 5,1999, the NRC completed a routine inspection at your Davis-Besse Nuclear

Power Station.' The enclosed report summarizes the results of this inspection.

I

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with tne

conditions of your hense. The inspection consisted of a selective examination of procedures 1

and representative records, observations, and interviews with personnel. Specifically, this i

' inspection focused on aspects of your operational chemistry program inciuding maintenance of I

primary and secondary water cherr'istry, chemistry instrument quality control, laboratory

. l

sam"ang and analysis, and programs for controlling extemal and internal exposure. An "at- l

po sar" containment entry by your staff to clean the containment air cooler fans was also )

re/iewed.

No violations of NRC requirements were identified during this inspection. Overall, programs )

reviewed were well implemented, in particular, wo observed excellent maintenanca and storage

of respiratory protection equipment and that consetvative, well thought out actions were taken to

address steam generator conosion concems resulting from the June 1998 resin intrusion ,

incident. However, we noted some examples of deficiencies with station procedures, similar to l

those identified through your_ staffs'self-assessments and in previous NRC inspections. Our

review concluded that your staff was taking appropriate action to correct these deficiencies.

In accordance with .10 CFR 2.7b0 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room.
