SUBJECT:
NRC RADIATION PROTECTION INSPECTION REPORT SC-346/99015(DRS)
Dear Mr. Campbell:
On July 16,1999, the NRC completed a routine inspection at your Davis-Besse Nuclear Power
Station. The enclosed report summarizes the results of that inspection. No violations of NRC
requirements were identified.
The inspection was an examination of activities conducted under your license as they relate to
radiation safety and to compliance with the Commission's rules and regulations and with the
- conditions of your license.' Specifically, the inspection focused on the solid radioactive waste
(radwaste) management and transportation programs including the processing, classification
and packaging of waste for burial at a licensed disposal site, and the radiological environmental
monitoring program (REMP). Within these areas, the inspection consisted of selective
examinations of procedures and representative records, observations, and interviews with plant
J
personnel.'
Overall, the solid radwaste management and transportation programs and the REMP were
generally implemented effectively, in particular, a comprehensive radioactive material and
radwaste inventory control and tracking system was implemented, and several station health
physics procedures were recently developed or revised to address deficiencies previously
identified by the NRC. We concluded that radioactive waste streams were processed into solid,
dewatered forms in accordance with your process control program and that radwastes were
characterized, packaged, and shipped in accordance with NRC and Department of
Transportation requirements and station procedures. We also concluded that supervisory
,
involvement and oversight of station waste processing activities was effective. In addition, we
verified that radiological environmental samples were collected and analyzed to meet Offsite
Dose Calculation Manual requirements and noted that sample results from 1997 and 1998
J
!
showed that plant operations did not have a discemable radiological impact on the environment.
(
However, several deficiencies were identified with the implementation of the REMP, which
collectively indicated a need for improved oversight of the program. For example, the inspector
> identified that vegetation growth potentially impacted the representativeness of some
environmental air samples and that the security of the air sampling and dosimetry equipment
and the reliability of the electrical power supply at one publicly accessible environmental
sampling station was weak. Your staff acknowledged these problems and issued condition
reports to track problem resolution.
