ERIE AND DECLARING AN EMERGENCY.

Sth JUN 41986 WHEREAS, the Toledo Edison Company of Toledo,

, Ohio, has received approval from the Nuclear Regulatory l Commission to bury radioactive sludge at the Davis-Besse Plant on Navarre Marsh; and

[ WHEREAS, the premises on which the Davis-Besse I Nuclea r Power Station is situated in the immediate area of the Navarre Marsh Lands adjacent to Lake Erie is a designated flood plain area subject to flooding by the

'l waters of Lake Erier and WHEREAS, the burial of radioactive sludge in excavations two feet deep and covered by four inches of

,. seeded soil could result in radioactive elements being washed into Lake Erie or seeping from the propoaed burial site, and could further result in the emission of penetrating rays of radioactivity f or many years into the futures and WHEREAS, the exposure to radioactive elements would be physically harmf ul and would be a detriment to the health and welfare of the residents of this area and could possibly contaminate the drinkirg water with disease-causing radioactive materials; and WHEREAS, it is the responsibility of the Council of the City of Olmsted Falls, Ohio, to safeguard the health, saf ety and welf are of its citizens whose main source of water is Lake Eries now, therefore, BE IT RESOLV ED BY THE COUNCIL OF THE CITY OF OLMSTED FALLS, OH 10, TH AT :

Section 1. This Council, on behalf of its residents, expresses to the Nuclear Regulatory Commission of the United States its deep concern over the permission granted to Toledo Edison Company to bury radioactive sludge on its Davis Besse Nuclear Power Station site and strongly l urges the Corrirsion to rescind said permitrion.

Section 2. The Clerk of Council is hereby authorized and directed to forward certified copies of this Resolution to the Secretary of the United States Nuclear Regulatory Commission and to Senators John Glenn and Howard Metzenbaum, and to Congresswoman Mary Rose Oakar and

  • Governor Richard Celeste.

1 Section 3. This Resolution is an emergency measure necessary for the preservation of the health, safety, and welfare of the residents of the City of Olmsted Falls in that inmediate attention must be given to this  ;

potentially dangerous situation to avoid irreparable harm l and injury in the future. Therefore, this Resolution shall t
