A. PURPOSE This procedure provides actions to add negative reactivity to a core which is observed to be critical when expected to be shutdown.

B. SYMPTOMS OR ENTRY CONDITIONS This procedure is entered from:

1. E 0, REACTOR TRIP OR SAFETY INJECITON, Step 1, when reactor trip is not veriDed and manual trip is not effective.
2. F 0.1, SUBCRITICALITY Critical Safety Function Status Tree ,

on either a RED or ORANGE condition.

1 VERIFY REACFOR TRIP:

a. Push reactor trip button
b. Check the following: b. Perform the following:

o Reactor trip breakers OPEN o Manually insert control rods.

o Neutron Dux - DECREASING o All rod bottom lights - LIT o De-energize 480 V buses 4 and 7, by performing the following:

1. Open 480 V bus supply breakers 4841 and 4971.
2. Check open 480 V tie breakers 4T5 and 671.

2 VERIFY TURBINE TRIP:

a. Push turbine tria button
b. Check both tur sine trip valves - b. Manually run back turbine.

CLOSED IE turbine can b'QIbe run back.

THEN close all four main steam line trip valves.

3 VERIFY FW PUMP RUNNING:

a. Check at least one main feedwater a. Check AUTO AUX feedwater pump - RUNNING actuated.

IE b'QI actuated.

THEN manually stan auxiliary feedwater pumps.

b. Open all four feedwater bypass valves
c. Establish total auxiliary feedwater flow greater than 640 GPM Page 2 of 7

1. Close 480 V supply breakers:

2. Reset 480 V lockout relays:

o 27Y-4 and 27Y-4B for bus 4 o 27Y-7 and 27Y-7B for bus 7

3. Close MCC supply breakers as necessary
4. Stan service water and component cooling water pumps as necessary

1. Check OI.MOV 292B and 1. Oxn GI MOV 292B and Cil MOV 292C OPEN C f.MOV 292C.

b. Turbine trip b. Dispatch an operator to locally trip turbine.

7 VERIFY FEEDWATER FLOW MANUALLY START PUMPS AND GREATER THAN 640 GPM ALIGN VALVES AS NECESSARY.

8 VERIFY ALL DILUTION PATHS ISOLA 17.D:

a. Check primary water to blender- a. Isolate prinury water to blender.

o Any SG pn:ssure decreasing in an uncontrolled manner 2

o Check intennediate range PERFORM ACTIONS OF ORIER start up rate - FUNCTION RESTORATION NEGATIVE PROCEDURES IN EFFECT WHTCH DO NOT COOLDOWN OR OT11ERWISE ADD POSITIVE REACITVITY TO THE CORE.

RETURN I.Q STEP 4.

14 RESTORE 480 V BUSES 4 AND 7, PERFORM THE FOLLOWING:

a. Close 480 V supply breakers 4841 and 4971
b. Reset 480 V lockout relays:

o 27Y-4 and 27Y-4B for bus 4 o 27Y-7 and 27Y-7B for bus 7

c. Close MCC supply breaken as necessary
d. Start service water and component cooling water pumps as necessary NOTE: BORATION SHOULD CONTINUE TO OBTAIN ADEQUATE SilUTDOWN ofARGIN DURING SUBSEQUENT ACTIONS.
