1.0 PURPOSE Millstone 1 Operations staffing requirements for the decommissioning process include the poshion of Equipment Operator. The purpose of this program is to define the method for the training of personnel for this position.

2.0 APPLICABILITY This program applies to Northeast Utilitit s (NU) personnel designated for the position of Millstone 1 Equipment Operator. Additionally,it applies to NU personnel involved in the planning, delivery, evaluation, and review of the Equipment Operator Training Program.

1 3.0 TRAINING PROGRAM

SUMMARY

1 The Millstone 1 Equipment Operator Training Program prepares the candidate for j the position of Equipment Operator. The training course is based on a systematic approach to training consisting ofleaming objectives derived from a Millstone 1 ,

specific job and task analysis. The program will provide the trainee with the l opportunity to meet the course objectives. As a performance based program, trainee job functions, performance and feedback will be evaluated in maintaining and modifying the pror,, ram content. Inherent in this process is the ability to  ;

change the program 9 meet training needs identified by evaluation, feedback, j regulatory requhements, and industry events. '

5.0 DEFINITIONS )

5.1 Certified Fuel Handler- Millstone 1 Operations personnel who are ,

responsible for the handling, storage, and cooling of nuclear fuel in  !

a manner consistent with ensuring the health and safety of the public.

5.2 Equipment Operator- Millstone 1 Operations personnel who are qualified to monitor and operate the systems required for the storage and cooling of nuclear fuel at Millstone 1.

5.3 Equipment Operator Training Program- The training program that must be completed for qualification of personnel who do not currently hold an NRC Senior Reactor Operator or Reactor Operator License at Millstone 1.

5.4 Certified Fuel llandler/ Equipment Operator Continuing Training Program- The training program in which all Certified Fuel 11andlers and Equipment Operators are enrolled to maintain their qualification.

6.0 RESPONSIBILITIES 6.1 Supervisor. Operator Trainine 6.1.1 Responsible for the overall conduct of the Equipment Operator  !

6.1.5 Responsible, with the Unit Operations Manager, for verifying that selected candidates meet program requirements. i 6.2 Trainine Procram Coordinator 6.2.1 Responsible for preparing and submitting Equipment Operator program schedules to the CAC for approval.

1 6.2.2 Responsible for scheduling classrooms for training to be conducted.

6.2.3 Responsible for maintaining program records in accordance with the Nuclear Training Procedures.

6.2.4 Responsible for soliciting feedback from Operations and Traming Department Personnel associated with the Equipment Operator Training Program in accordance with the Nuclear Training Procedures.

6.2.5 Responsible for tracking and reporting training attendance.

6.2.6 Responsible for providing assistance to the Equipment Operator candidates in their progress through the qualification activities, including periodic monitoring of their status.

6.3 Nuclear Traininn Department Personnel 6.3.1 Responsible for conducting training activities, as assigned, in accordance with the Nuclear Trainmg Procedures.

6.4 Operations Manacer 6.4.1 Responsible, with the Supervisor of Operator Training (SOT),

for the overall conduct of the Equ pment Operator Training Program.

6.4.2 Responsible, as chairperson of the Operations Curriculum Advisory Committee (CAC), for the review and approval of training content and schedule.

6.4.3 Responsible for final Equipment Operator qualification l approval.

6.5 Candidates Enrolled in the Eauipment Oncrator Trainine Procram 6.5.1 Responsible for completing training as described in this l Training Program Description.

! 7.0 INSTRUCTIONS 7.1 Conduct of Trainine l 7.1.1 Training material to support the Equipment Operator Training i Program shall be developed and approved in accordance with l Nuclear Training Procedures.

7.1.2 Training sessions shall be condus ted in accordance with Nuclear Training Procedures.

7.1.3 Personnel providing instruction for the Equipment Operator Training Program shall be quali6:d in accordance with Nuclear Training Procedures.

l l 7.2 Candidates for the position of Equipment Operator shall meet the following minimum qualification requirements:

! 7.2.1 Personnel who hold a current (wit!iin 1 year) NRC Senior Reactor i Operator or Reactor Operator License at Millstone 1 may be qualified as a Equipment Operator without completing the Equipment Operator Training Pro.; ram.

7.2.1.1 Qualification shall be documented on Figure 8.1, and the individual shall be immediately enrolled in the Certified Fuel Handler / Equipment Operator Continuing Training Program.

7.2.3 Personnel who do not hold a current NRC Senior Reactor Operator or Reactor Operator License at Millstone I shall:

. Complete the Millstone 1 Non-Licensed Initial Training (NLIT) Program.

. Have a minimum of one year power plant experience with a minimum of six months experience as a qualified Plant Equipment Operator or Field Operator at Millstone 1.

. Complete the Equipment Operator Training Program.

  • Complete 6 shifts of watchstanding as a Equipment Operator Under Instruction, with a qualified Equipment Operator.

7.2.3.1 Qualification shall be documented on Figure 8.2, and the individual shall be immediately enrolled in the Certified Fuel Handler / Equipment Operator Continuing Training Program.

1 7.2.3.2 Exemption from any portion of the training shall  ;

be documented and approved in accordance with i Nuclear Training Procedures.

7.3 Examinations 7.3.1 Periodic written examinations will be administered to assess )

trainee progress and the effectiveness of classroom presentations. l 7.3.1.1 Periodic written examinations will be prepared and administered in accordance with Nuclear Training Procedures.

7.3.1.2 Periodic written examinations require a passing score of at least 80%.

7.3.1.3 Failure of a periodic written examination requires remediation in accordance with Nuclear Training Procedures, and a retake examination.

7.3.2 Practical Examinations will be administered to assess trainee l progress and the effectiveness of On-The-Job (OJT) Training. I l

7.3.2.1 Practical Examinations require a passing score of I SATISFACTORY, based on criteria for acceptable i performance contained in Nuclear Training (

Procedures and the specific JPM.

7.3.3 A Comprehensive Final Examination, consisting of a written i examination and a practical examination, will be designed to l evaluate the broad spectrum of topics in the Equipment Operator Training Program. l 7.3.3.1 Comprehensive Written Examination l

a) The written examination will be comprised of at j least 50 questions.  !

b) A passing score of at least 80% is required.

c) The written examination should evaluate the j candidate's knowledge of the following topics l as they apply to the Equipment Operator  !

. Design, function, and components of control and safety systems.

  • Purpose and operation of the radiation monitoring system.

I e Radiological safety principles and procedures.

  • Procedures and equipment available for handling and disposal of radioactive materials and ellluents.
  • Principles of heat transfer, thermodynamics, and fluid mechanics, as they relate to the storage and cooling of nuclear fuel.

  • Conditions and limitations in the facility license.

e Facility operating limitations in Technical Specifications and the Technical Requirements Manual.

  • Radiation hantrds that may arise during normal and abnormal situations, including maintenance activities.
  • Assessment of facility conditions and selection of appropriate procedures during normal, abnormal, and emergency conditions.
  • Fuel handling equipment and procedures.

7.3.3.2 Comprehensive Practical Examination a) The practical examination may be conducted in the plant or in the simulator facility.

b) The practical examination will be comprised of ,

at least 5 JPMs. j c) The practical examination requires a passing score of SATISFACTORY, based on criteria for acceptable performance contained in Nuclear Training Procedures and the specific JPM. j d) The practical examination should measure the candidate's ability to assume the Equipment .

  • Identify the significance of facility instrument readings.

. Perform control manipulations required to obtain desired operation results during normal, abnormal, and emergency conditions.

  • Operate systems required for the removal of decay heat.
  • Safely operate systems that could affect the release of radioactive materials to the environment.

e Demonstrate knowledge of significant radiation hazards, and the ability to perform procedures to reduce excessive radiation levels.

. Demonstrate or describe the use and ftmetion of radiation monitoring systems, including fixed systems, portable survey equipment, and personnel monitoring equipment.

7.3.3.3 Failure of either portion of the Final Comprehensive Examination will require:

a) Remediation in accordance with Nuclear Training Procedures.

b) Passing a Final Comprehensive Examination of the same scope as the original examination.

7.3.3.3.1 If the candidate passed either section of the examination, the Curriculum Advisory Committee (CAC) may waive that portion from re-  !

examination, based on the 1 candidate's perfonnance. l 7.4 Oualification Reauirements j i

7.4.1 To obtain qualification as a Equipment Operator, the following l items must be completed, as applicable:

7.4.1.1 Satisfactory completion of Equipment Operator Training Program, including all periodic written and practical examinations. l 1

l 7.4.1.2 Satisfactory completion of a Final Comprehensive  !

Examination. .

l l l 7.4.1.3 Complete 6 shifts as a Equipment Operator Under l Instruction, with a qualified Equipment Operator.

7.4.2 Following successful completion of qualification requirements and approval of qualification, immediate enrollment into the Certified Fuel liandler/ Equipment Operator Training Program is required.

7.5 Records Reauirements ,

7.5.1 The following records shall be maintained by the Training Program Coordinator:

7.5.1.1 Training Attendance Matrix, listing the scheduled training sessions and whether each student completed the training.

7.5.1.2 Training Program File, containing a copy of training schedules, attendance sheets, and examinations.

7.5.1.3 Student File, containing the following, as applicable:

  • Figure 8.1, for individuals possessing an NRC Senior Reactor Operator or Reactor Operator l License at Millstone I within 1 year of l Equipment Operator qualification.

e Figure 8.2, for non-licensed individuals who are qualified as Plant Equipment Operators or Field Operators at Millstone 1.

  • Copies of any approved validations of equivalent training for the Equipment Operator program.

. Graded examinations taken during the Equipment Operator Training Program.

. Remediation records associated with the Equipment Operator Training Program, 7.5.2 At the completion of each training program, the Training Program Coordinator shall perform the following:

l 7.5.2.1 Establish a Continuing Training File for each Equipment Operator, containing a copy of the individual's qualification record.

7.5.2.2 . Transmit all Equipment Operator Training Program records and student files to Nuclear Document Services within 60 days of program
