1.1 Objective Provide guidance to the following Station Emergency Response Organization personnel for coordination of actions to maintain radiological controls; to analyze samples for airborne radioactive contaminants and loose surface contamination; and to obtain radiation l dose rates for specific points and areas within the Millstone Station protected area:

= RMT #2 1.2 Discussion During initial SERO activation, on-shift Health Physics Technicians comprise RMT #1 to provide control room health physics support and to i conduct in-plant surveys and sample analysis. Upon EOF activation, the MRCA assumes control of RMT #1, and assigns additional on-site RMTs for survey and sample analysis.

RMT #2 members provide evacuee monito- ,5; at the NAP and SAP.

Other HP Technicians may be assigned to ye , im surveys, collect samples, aid in radiological control at othei ;e adons, or provide decontamination support.

3. PRECAUTIONS 3.1 All actions undertaken during SERO activation should be conducted to maintain overall personnel radiological exposures ALARA.

4. INSTRUCTIONS 4.1 Procedure Entry Point Determination 4.1.1 E you are RMT #1, Go 'Ib Section 4.2.

4.2 RMT #1 Initial Actions NOTE

! Upon declaration of an emergency event requiring SERO activation, three on-shift Health Physics Techmcians report to the affected unit control room to comprise RMT #1. RMT #1 provides health physics support to the followmg:

Affected unit control room Search and rescue teams Emergency assessment and repair teams The actual tasks conducted by RMT #1 will vary depending upon the nature of the emergency event. Additional HP Technicians may also be called to assist with OSC deployed teams.

A V Additional equipment is in each HP offire and in the TSC/OSC.

4.2.1 REPORT to SM/CR DSEO and OBTAIN briefing.

4.2.2 OBTAIN RMT #1 kit from control room emergency equipment locker or area.

4.2.3 Refer To EPOP Form 4426-1, "RMT Instrument, Batteg, and Source Check Sheet," and CONDUCT full battery and functional checks of control room emergency radiological equipment.

4.2.4 REPLACE batteries determined to be weak or inoperable.

i 4.2.5 REPLACE emergency radiological equipment determined to be inoperable. I 4.2.6 RECORD batten and functional check results on EPOP Form 4426 - 1. .

. NOTE Radiological releases may require collection and counting of an air sample to verify habitability of occupied facilities.

The MRCA should be notified of RMT locations to keep the RMTs informed of -hanging plant and radiological conditions and to keep the MRCA infc .ned of team locations if new assignments or conditions develop. l 4.2.12 WHEN MRCA assumes control of RMT #1, CONDUCT radiological surveys requested by MRCA or Designee.

l 4.2.13 RECORD survey results on EPOP Form 4426-2.

4.2.14 NOTIFY MRCA or Designee of survey results.

4.3 RMT #2 Initial Actions l

NOTE Usually each RMT #2 is comprised of 2 Health Physics Technicians.

4.4 Site Evacuation and Evacuee Monitoring Actions V '

C A UTION RMTs should not attempt to engage in crowd control. Securi,ty should be requested to assist with personnel who do not follow instructions.

4.4.1 DIRECT station evacuees through portal monitors.

4.4.2 E portal monitors are not operable, PERFORM hand and foot monitoring to segregate most heavily contaminated personnel.

4.4.3 E an individual alarms the portal monitor twice, ESCORT individual to the personnel monitoring area.

4.4.4 INSTRUCT individuals dressed in PCs to step aside before entering the portal monitor and PERFORM the following:

  • < ESCORT individuals to the personnel monitoring area.

INSTRUCT individuals remove PCs.
