E 0, REACTOR TRIP OR S AFETY INJECTION, Stea 23, FR H.1, RESPONSE TO LOSS OF SECONDARY HEAT SINK, Step 23, when a PRZR PORV is stuck open and its block valve can not be closed.

E 0, REACTOR TRIP OR S AFETY INJECTION, Step 23, with any of the following symptoms:

high containment radiation, high containment pressure or high containment sump level.
