1.0 PURPOSE Millstone 1 Operations staffing requirements for the decommissioning process include the position of Certified Fuel llandler. The purpose of this training program is to define the method for certification of personnel for this position.
2.0 APPLICABILITY This program applies to Northeast Utilities (NU) personnel designated for qualification as a Millstone 1 Certified Fuel fiandler. Additionally, it applies to NU personnel involved in the planning, delivery, evaluation, and review of the Certified Fuel liandler Training Program.
l 3.0 TRAINING PROGRAM
SUMMARY
The Millstone 1 Certified Fuel llandler (CFil) Training Program prepares the candidate for qualification as a Certified Fuel llandler. The course is based on a systematic approach to training consisting oflearning objectives derived from a l
Millstone 1 specific job and task analysis. The course will provide the trainee with the opportunity to meet the course objectives. As a perfor nance based l
program, traineejob functions, performance and feedback will be evaluated in l
maintaining and modifying the program content. Inherent in this process is the ability to change the program to meet training needs identified by evaluation, feedback, regulatory requirements, and industry events.

6.6 Candidates Enrolled in the Certified Fuel Handler Trainine Procram 6.6.1 Responsible for completing training as described in this Training Program Description.
7.0 INSTRUCTIONS l
7.1 Conduct of Trainine l
I 7.1.1 Training material to support the Certified Fuel Handler Training Program shall be developed and approved in accordance vith Nuclear Training Procedures.
7.1.2 Training sessions shall be conducted in accordance with Nuclear Training Procedures.
1 7.1.3 Personnel providing instruction for the Certified Fuel Handler Training Program shall be qualified in accordance with Nuclear Training Procedures.
7.2 Candidates for the position of Certified Fuel Handler shall meet the i
following minimum qualification requirements:
7.2.1 Personnel who hold a current (within 1 year) NRC Senior Reactor Operator License at Millstone 1 may be qualified as a Certified Fuel Handler without completing the Certified Fuel Handler Training Program.

7.2.1.1 Qualification shall be documented on Figure 8.1, and the individual shall be immediately enrolled in the Certified Fuel llandler/ Equipment Operator Continuiiig Training Program.
7.2.2 Personnel who hold a current (within 1 year) NRC Reactor Operator License on Millstone I shall:
Complete the Upgrade Certification Program.
Complete 6 shifts of watchstanding as a CFil Under Instruction, with a qualified CFil.
7.2.2.1 Qualification shall be documented on Figure 8.2, and the individual shall be immediately enrolled in the Certified Fuel llandler/ Equipment Operator Continuing Training Program.
7.2.2.2 Exemption from any portion of the training program shall be documented and approved in accordance with Nuclear Training Procedures.
7.2.3~ Personnel who do not hold a current NRC Operators License at Millstone I shall:
Complete the Millstone 1 Non-Licensed Initial Training (NLIT) Program.
11 ave a minimum of one year power plant experience.
with a minimum of six months experience as a qualified Plar t Equipment Operator or Field Operator at Millstone 1.
Complete the Initial Certification Program.
Complete 6 shifts of watchstanding as a CFil Under Instruction, with a qualified CFil.
7.2.3.1 Qualification shall be documented on Figure 8.3, and the individual shall be immediately enrolled in the Certified Fuel llandler/ Equipment Operator Continuing Training Program.
7.2.3.2 Exemption from an; pHan of the training program shall be doc:.. eted and approved in accordance with Nuclear Training Procedures.

7.3 Examinations 7.3.1 Periodic written examinations will be administered to assess trainee progress and the effectiveness of classroom presentations.
7.3.1.1 Periodic written examinations will be prepared and administered in accordance with Nuclear Training Procedures.
7.3.1.2 Periodic written examinations require a passing score of at least 80%
7.3.1.3 Failure of a periodic written examination requires remediation in accordance with Nuclear Training Procedures, and a retake examination.
7.3.2 Periodic practical examinations will be administered to assess the effectiveness of On-The-Job (OJT) Training and Trainee progress.
7.3.2.1 Periodic practical examinations require a passing score of SATISFACTORY, based on acceptable performance as defined in Nuclear Training Procedures and the specific JPM.
7.3.2.2 Failure of periodic practical examinations require remediation in accordance with Nuclear Training Procedures, and a retake examination.
7.3.3 A Comprehensive Final Examination, consisting of a written examination and a practical examination, will be designed to evaluate the broad spectrum of topics in the Certified Fuel Handler Training Program.
7.3.3.1 Comprehensive Written Examination a) The written examination will be comprised of at least 50 questions.
b) A passing score of at least 80% is required.

c) The written examination should evaluate the candidate's knowledge of the following topics as they apply to the Certified Fuel Handler position:
Design, function, and components of control and safety systems.
Purpose and operation of the radiation monitoring system.
Radiological safety principles and e
procedures.
Procedures and equipment available for e
handling and disposal of radioactive i
materials and effluents.
Principles of heat transfer, o
thermodynamics, and fluid mechanics, as they relate to the storage and cooling of nuclear fuel.
Conditions and limitations in the facility license.
Facility operating limitati3ns in e
Technical Specifications and the Technical Requirements Manual.
Radiation hazards that may arise during normal and abnormal situations, including maintenance activities.
Assessment of facility conditions and i
selection of appropriate procedures during normal, abnormal, and emergency conditions.
Fuel handling equipment and procedures.
l 7.3.3.2 Comprehensive Practical Examination l
a) The practical examination may be conducted in the plant or in the simulamr facility.
b) The practical examination will be comprised of at least 5 JPMs.
c) The practical examination requires a passing score of SATISFACTORY, based on acceptable performance as defined in Nuclear Training Procedures and the specific JPM.

d) The practical examination should measure the candidate's ability to assume the Certified Fuel Handler's responsibility far the safe operation of the plant by performance of the following:
identify annunciators and condition-indication signals, and perform appropriate remedial actions.
Identify the significance of facility instrument readings.
Perform control manipulations required to obtain desired operation results during normal, abnormal, and emergency conditions.
Operate systems required for the removal of decay heat.
Safely operate systems that could affect the release of radioactive materials to the enviromnent.
Demonstrate knowledge of significant radiation hazards, and the ability to perform procedures to reduce excessive radiation levels.
Demonstrate or describe the use and function of radiation monitoring systems, including fixed systems, portable survey equipment, and i
personnel monitoring equipment.
Demonstrate knowledge of the emergency plan for ihe facility, including responsibility to decide whether the plan should be implemented.
7.3.3.3 Failure of either portion of the Final Comprehensive Examination will require:
a) Remediation in accordance with Nuclear Training Procedures.

b) Passing a Final Certincation Examination of the same scope as the original examination.
7.3.3.3.1 If the candidate passed either section of the examination, the Curriculum Advisory Committee (CAC) may waive that portion from re-examination, based on the candidate's performance.
7.4 Oualification Reauirements 7.4.1 To obtain qualineation as a Certined Fuel liandler, the following items must be completed, as applicable:
7.4.1.1 Satisfactory completion of the applicable CFli Training Program, including all periodic written examinations.
7.4.1.2 Satisfactory completion of a Final Comprehensive Examination.
7.4.1.3 Complete 6 shifts as a CFli Under Instruction, with a quali6ed CFif 7.4.1.4 Pass a Medical Examination (within the last 2 years), indicating that there are no medical i
conditions that would impair the candidate's ability to perform CFH duties and responsibilities.
7.4.2 Following successful completion of certi6 cation requirements and approval of certincation, immediate enrollment into the Cenified Fuel llandler/ Equipment Operator Continuing Training Program is required.
7.5 Records Reauirements 7.5.1 The following records shall be maintained by the Training Program Coordinator:
7.5.1.1 Training Attendance Matrix, listing the scheduled training sessions and whether each student completed the training.

7.5.1.2 Training Program File, containing a copy of training schedules, attendance sheets, and examinations.
7.5.1.3 Student File, containing the following, as applicable:
Figure 8.1, for individuals possessing an NRC Senior Reactor Operator License at Millstone I within 1 year of CFil qualification.
Figure 8.2, for individuals possessing an NRC Reactor Operator License at Millstone I within 1 year of CFII qualification.
Figure 8.3, for non-licensed individuals who are qualified as Plant Equipment Operators or Field Operators at Millstone 1.
Copies of any approved validations of equivalent training for the CFli program.

7.5.2 At the completion of each training program, the Training Program Coordinator shall perform the following:
7.5.2.1 Establish a Continuing Training File for each CFil, containing a copy of the individual's qualification document.
7.5.2.2 Transmit all CFli Training Program records and student files to Nuclear Document Services within 60 days of program completion.
