Subject: Inspection No. 50-352/87-19,

This refers to the operational readiness team inspection conducted by

Mr..R. Gorchardt of this office on August 17 -' August 21, 1987,>at Limerick

Generating Station,-Uni.t 1, Limerick, Pennsylvania of activities authorized by

NRC license No..NPF-27 and to discussions of our findings held by .

Mr. 'R. Borchardt with Mr. J. Franz and other members of.your staff during, and

at the conclusion, of.the inspection.

Areas examined during this inspection are described in the Region I Inspection

Report which is enclosed with this letter.

The purpose or this inspection was to assess readiness of the facility to

resume full power operation following the completion of the first refueling

outage by insuring that adequate measures have been employed to control main-

tenance, surveillance testing, and plant modification activities. This was

accomplished by observing in process activities, reviewing administrative

programs and procedures, interviewing personnel, and touring the facility.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements as set forth in the

Notice of Violation, enclosed herewith as Appendix A. This violation has been

categorized by severity level in accordance with the " General Statement of

Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C.

You are required to respond to this letter and in response, you should follow ,

the instructions in Appendix A. Other inspection team findings have been

characterized as program strengths, or weaknesses, as appropriate, and are

documented in Section 1 of the attached report. In your response to this

report, please include those actions you have taken or plan to take regarding

the weaknesses summarized in Section 1.2 of the report.

In general, we have concluded that management controls of outage and restart

preparation activities were' adequate to support resumption of full power j

operation. However, as discussed at the exit meeting, we considered a thorough

review of the Temporary Circuit Alterations (TCAs) and the remote shutdown

panel surveillance test necessary to be performed prior to plant startup. The

. purpose of' these reviews was' to reverify the appropriateness of installed

TCAs, and to ensure the remote shutdown panel testing is adequate. We note

that the' remote shutdown panel test was revised and successfully completed

after.the. conclusion of this' inspection. Also the resident inspectors were

' advised of the.TCA review results prior to the unit startup.

In accordance with 10 CFR 2.790(a),.a copy of this' letter.and the enclosures

.will be placed'in the Public Document Room. The responses directed by this-  !

letter'and the accompanying Notice are not. subject'to.the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction

Act of 1980, PL 96-511.
