LIMERICK GENERATING STATION, UNITS 1 AND 2, EXTENSION OF THE COMPLETION DATE OF THE CONFIRMATORY ORDER (TAC NOS. MA5224 AND MA5225)

Dear Mr. Hagan:

j' in your letter dated April 12,1999, you requested a change to the Confirmatory Order that modified the licenses of the Limerick Generating Station, Units 1 and 2, to incorporate your commitment to complete implementation of the Thermo-Lag 330-1 fire barrier corrective actions by the end of the April 1999 refueling outage for Limerick Unit 2. The Confirmatory Order modifying License Nos. NPF-39 and NPF-85, dated May 19,1998, was consented to by PECO Energy Company in a letter dated April 27,1998.. In your April 12 letter, you requested that the Confirmatory Order be modified to change the completion date of the Thermo-Lag 330-1 fire barrier corrective actions from the end of the April 1999 refueling outage to September 30,1999.

l The reasons you gave for requesting this change were the unanticipated challenges that arose upon the removal of the existing Thermo Lag 330-1 material and the start of the Darmatt KM-1 designs. As stated in your request, more than 250 interferences (thermal shorts, raceway supports, grounding obstructions, etc.) were identified as requiring resolution. Each interference requires the application of engineering, planning, and craft labor before installation of the Darmatt KM-1 material. In some cases, significant structural modifications were also required.- These issues, along with other unforeseen impediments, resulted in a significant underestimation of 'he effort associated with the design and installation of the Darmatt KM-1.

We note that the Thermo-Lag 330-1 fire barrier corrective actions for 130 of the 138 fire areas at Limerick Units 1 and 2 will be completed by the end of the April 1999 refueling. Current and/or enhanced compensatory measures will be maintained until the completion of the

. corrective actions associated with the remaining eight fire areas.

On the basis of the information you have provided, I approve the change of the completion date for implementation of the Thermo-Lag fire barrier corrective actions at Limerick Units 1 g and 2 from the end of the April 1999 Limerick Unit 2 refueling outage to September 30,1999.
