Subject: Combined Inspection Report Nos. 50 352/89-17 and 50-353/89-25

A special safety inspection of your emergency preparedness program was
conducted by C. Conklin, and other members of this office, on July 24-27, 1989
at your Limerick Generating Station, Limerick, Pennsylvania. Discussions of
our findings were presented by Mr. Conklin to Mr. Graham Leitch and other
members of your staff at the conclusion of the inspection.

The area examined during .this inspection was limited to follow-up of the
events associated with the failure of your operators to properly classify
certain events during walk-through examinations. These concerns were
described in NRC Region I Combined Inspection Report 50-352/89-11 and 50-
353/B9-17. As described in the enclosed Inspection Report, this inspection

consisted of selective examination of procedures and representative records,
interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no violations were identified.
It was
determined that your corrective actions taken in response to the failure of
the operators to properly classify events were effective. No reply to this
letter is required.
