NRC INSPECTION REPORT 50-352/99-02,50-353/99-02
Dear Mr. Rainey:
This refers to the inspection conducted on March 2,1999, through April 12,1999, at your
,
Limerick Units 1 and 2 reactor facilities. The enclosed report presents the results of this inspec-
tion.

During the 6-week inspection period covered by this report, the conduct of activities at Limerick
Units 1 and 2 was characterized by safe and conservative operations and decision making. In
particular, your operators continue to identify problems early, such as the de-energized
shutdown cooling isolation logic. However, the NRC observed that housekeeping and general
area material condition had degraded in the vicinity of fire barrier modification activities.
Based on the results of this inspection, the NRC has determined that three violations of NRC
requirements occurred. These violations are being treated as Non-Citad Violations (NCVs),
consistent with Appendix C of the Enforcement Policy. These NCVs involved a locked valve
surveillance, fire protection and safeguards information. These NCVs are described in the
subject inspection report. If you contest the violation or severity level of these NCVs , you
should provide a response within 30 days of the date of this inspection report, with the basis for

your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
Washington DC 20565-0001, with copies to the Regional Administrator, Region I, and the
Director, Office of Enforcement, United States Nuclear Regulatcr/ Commission, Washington,
DC 20555-0001.
