Dear Sir / Madam:

As required by 10CFR26.71(d), this letter submits the performance data for PECO Energy's Fitness-for-Duty (FFD) Program for the period January 1999 through June 1999. The data for our Peach Bottom Atomic Power Station (PBAPS), Units 2 & 3, and Limerick Generating Station (LGS), Units 1 & 2, sites are provided in Attachments 1 and 2. Data for our Corporate Office and Nuclear Group (PECO Nuclear) Headquarters specimen collection sites (i.e.,2301 Market Street, Philadelphia, PA, and Berwyn Transportation Center, Wayne, PA, respectively) are provided in Attachment 3.

The data are reported on the January 1992 revision of the FFD Performance Data form provided by the Nuclear Energy Institute (NEI), formerly the Nuclear Management and Resources Council (NUMARC), and include the following:

Drugs tested for and cut-off levels.

Workforce population tested.

Numbers of tests and results by population and type of test (i.e., pre-access, for-cause random, follow-up, and other types of tests).

Summary of Data Analysis and Management Actions Peach Bottom Atomic Power Station January -June 1999 1.

Initiatives Taken The following summarizes the results of sweeps conducted during the period by PECO Energy Company's drug sniffing canine teams as well as investigations and interviews used to confirm information about illicit activities at Peach Bottom Atomic Power Station (PBAPS).

January 21,1999 - For cause interview of an employee following reported arrest for Driving a.

Under the influence. The employee admitted to excessive alcohol consumption and refusing to submit to a blood test. The employee was referred to the EAP and placed on accelerated testing. Unescorted access was continued.

b.

March 23,1999 - For cause interview of a contractor seeking unescorted access. Contractor disclosed a 1996 positive drug test and claimed last drug use was December 6,1996. The contractor provided documentation of rehabilitation. The documentation was reviewed and a psychological interview completed. Unescorted access was granted with accelerated FFD testing.

c.

March 24,1999 - General team sweep of Receiving and Warehouse areas. Results: Six activations. No drugs found or forensic samples taken.

d.

March 30,1999 - For cause search on Company property of a contractor's personal vehicle following a reported positive random drug test for marijuana. No contraband was discovered. Unescorted access was denied, March 31,1999 - Numerous empty beer cans discovered in Spent Fuel Construction Project e.

parking area. The beer cans were believed to be discarded by fisherman who had previously used this area. Signs prohibiting alcohol beverages are posted on Company property.

f.

April 7,1999 - Employee tested for cause based upon supervisory observation of what was believed to be an odor of alcohol. The employee tested positive for alcohol. No contraband or alcoholic beverages were discovered during a search of the employee's personal vehicle.

The employee had previously been involved in an alcohol-related incident in December 1998. Unescorted access was denied and the employee was subseauently terminated, g.

April 13,1999 - An investigation was initiated upon the discovery of a syringe in the men's bathroom adjacent to the Seal Team Muster area. Additional syringes were discovered in the same location on April 14,1999, and April 15,1999. The syringes were forwarded for forensic analysis on April 15,1999.

On April 20,1999, a contractor employee disclosed that he was a diabetic and admitted to disposing insulin syringes in the men's bathroom. Security confirmed the contractor's claim of diabetes through medical records.

On May 10,1999, the forensic analysis report of the three (3) syringes discovered on April 13, April 14, and April 15,1999, was received and indicated the presence of cocaine.

The contractor who admitted to disposing of insulin syringes submitted to for cause drug and

, afcohol testing on May 19,1999. The result of the for cause test was negative. A used syringe, confiscated from the contractors personal vehicle, was also forwarded for forensic analysis. The laboratory report indicated the presence of insulin, but failed to detect any

.other controlled substances.

On May 10,1999, a follow-up canine sweep was conducted in the area with two (2) activations. No drugs were found or forensic samples taken. As a result of the canine sweep, another contractor was interviewed on May 11,1999. The contractor claimed last drug use was in 1994. Consensual search conducted on the contractor's personal vehicle revealed an empty alcoholic beverage container. Based upon the canine's activation and the discovery of an alcoholic beverage container on Company property, for cause testing was performed. The results were negative.

On May 12,1999, Corporate Security sought assistance from local law enforcement for possible latent fingerprints on the syringes. On May 14,1999, Pennsylvania State Police reported no latent prints were discovered. The origin of and individual responsible for the sydnges remains unknown at this time.

h.

April 13,1999 - For cause interview of a contractor attempting to gain unescorted access.

The contractor disclosed three alcohol-related incidents between 1986 - 1987. The contractor was placed on accelerated FFD testing.

l.

April 14,1999 - A contractor assigned to the Spent Fuel Project tested positive for marijuana. Site access was denied.

J.

May 3,1999 - For cause interview of contractor seeking unescorted access. The contractor disclosed long term marijuana use from 1972 through January 1998. The contractor also disclosed convictions for DUI (1996) and possession of marijuana (1972). Unescorted access was denied.

k.

May 3,1999 - For cause interview of contractor seeking unescorted access. The contractor disclosed three (3) DUI convictions (1988 - 1995). The contractor admitted habitual marijuana use from high school until March 1999, but failed to disclose on the Screening Affidavit a pending charge for Possession of Marijuana. Unescorted access was denied.

May 7,1999 - For cause interview of contractor seeking unescorted access. The contractor disclosed four (4) alcohol-related incidents between 1988 and 1996. The contractor was placed on accelerated testing.

m. May 18,1999 - For cause interview of an employee who was arrested due to domestic violence. The employee disclosed the arrest was alcohol-related and admitted increased alcohol consumption. The employee was referred to the EAP and placed on accelerated FFD testing. Unescorted access was pulled and subseauentiv reinstated.

n.

May 24,1999 - For cause interview of a contractor seeking unescorted access. The contractor disclosed a 1991 positive drug test and three (3) DUI arrests between 1992 and 1993. The contractor provided documentation of rehabilitation which was reviewed. The contractor was placed on accelerated FFD testing. Unescorted access was granted.

May 25,1999 - For cause interview of a contractor seeking unescorted access. The contractor disclosed DUI arrests between 1984 and 1991. The contractor claimed last drug use was in 1994. The contractor was placed on accelerated FFD testing. Unescorted access was granted.

May 27,1999 - Follow-up canine team sweep of Training Center Chemistry Lab, Seal Team Muster area and men's bathroom, Materials Procurement Office space, Chemistry

t Technician's Office, Chemistry Lab - Pearl Building, and Count Room - Pearl Building.

. Results: Twenty-nine (29) activations. No drugs found or forensic samples taken.

q. June 1,1999 - For cause interview of contractor following a positive pre-employment alcohol test. Consensual search of the contractor's personal vehicle revealed an empty beer can. The contractor disclosed previous DUI conviction. Unescorted access was denied.

r.

June 11,1999 - For cause interview of a contractor who tested positive for cocaine. The contractor admitted off-site drug use, but denied any knowledge of on-site drug use. An i

assessment of the contractor's work and duties was performed by the contractor's management. No deficiencies were noted. Unescorted access was denied.

s.

June 17,1999 - General team sweep of Training Center Chemistry Lab and Site Management Building. Results: Seven (7) activations. No drugs found or forensic samples taken.

II.

Manaoement Actions During the period, one (1) employee tested positive on a for cause test at PBAPS. Unescorted access was suspended and employment was subsequently terminated. During the period, three (3) PBAPS contractor employees tested positive (one (1) pre-access, one (1) random, and one (1) follow-up). The contractor employees were denied unescorted access.

Ill.

Events Reported Under 10 CFR 26.73 There was one (1) significant FFD event reported by PBAPS during the period. The event involved the confirmed presence of a controlled substance in three syringes found within the Protected Area on April 13,14, and 15,1999. The syringes were found by cleaning personnel while emptying a restroom trash can. The confirmed test results were received from the laboratory on May 10,1999 at 0930. Event Notification was made to the NRC Operations Center on May 10,1999, at 1951 hours0.0226 days <br />0.542 hours <br />0.00323 weeks <br />7.423555e-4 months <br />.

IV.

Audits / Inspections No audit or inspections were carried out during the period.

V.

Random Testino Rate PECO Energy maintains separate testing " pools" for employees and contractors. Random testing is conducted at an annualized rate of SOE The " average number with unescorted access" includes personnel granted unescorted access at both PBAPS and Limerick Generating Station (LGS).

VI.

Additional information Actions Taken based upon Unconfirmed On-site Screenino PECO Energy has elected to temporarily suspend access for individuals as permitted by 10 CFR 26.24(d).

During the previous 6-month reporting period (i.e., July - December 1998),100% of the specirnens which were presumptive positive for cocaine as a result of preliminary on-site screening tests were subsequently reported as positive by the HHS-certified laboratory. The confirmation rate for marijuana was 66.7%. Therefore, in accordance with 10 CFR 26.24(d) actions could only be taken during this reporting period on specimens which were presumptive positive for cocaine.

During the current reporting period, twenty-four (24) specimens were reported as presumptive positive for marijuana as a result of on-site screening at PBAPS and LGS. Sixteen (16) of those specimens screened positive and were confirmed as positive by the HHS-certified laboratory.

The Medical Review Officer verified the sixteen (16) specimens as positive. Eight (8) other specimens submitted directly to the HHS-certified laboratory for special processing due to dilution, suspected adulteration or tampering, were also reported and verified as positive by the Medical Review Officer. No action was taken based upon an unconfirmed presumptive positive test for marijuana.

During the current reporting period, eight (8) specimens were reported as presumptive positive for cocaine as a result of on-site screening at PBAPS and LGS. The eight (8) specimens screened positive and were confirmed as positive by the HHS-certified laboratory. The Medical Review Officer verified the eight (8) specimens as positive. Five (5) other specimens submitted directly to the HHS-certified laboratory for special processing due to dilution, suspected adulteration or tampering, were also reported and verified as positive by the Medical Review Officer. Of the eight (8) specimens reported as presumptive positive as a result of on-site screening, six (6) were for pre-access testing. Unescorted access was temporarily suspended in the case of two (2) individuals pending confirmation and Medical Review Officer verification.

Unescorted access was subsequently denied once the Medical Review Officer verification was received.

NOTE: The number of specimens reported as positive is different from the number of individuals reported as positive due to the collection of multiple specimens in certain situations or as a result of specimens in which more than one drug was identified.

Reduced Marijuana Cut-off Level During the period, one (1) individual provided two (2) specimens which were confirmed positive for marijuana at PBAPS. It is estimated that the specimens would not have tested positive using the 100 ng/mi immunoassay cut-off level.

Initiatives Taken The following summarizes the results of sweeps conducted during the period by PECO Energy Company's drug sniffing canine teams as well as investigations and interviews used to confirm information about illicit activities at Limerick Generating Station (LGS).

January 7,1999 - An investigation was initiated based upon a criminal history report a.

indicating a recent drug arrest which a contractor failed to disclose at the time unescorted access was granted. The contractor was interviewed and confirmed a 1996 arrest and subsequent conviction for possession of LSD. Upon further questioning the contractor revealed a 1998 positive urine drug test (marijuana) administered by his Probation Officer.

The contractor admitted intentionally failing to list the drug conviction to obtain access.

Unescorted access was denied, b.

February 6,1999-For cause test of employee based upon the observation of what was believed to be the odor of alcohol. A positive alcohol test resulted which was subsequently declared invalid because confirmation testing was not properly conducted. However, a positive urine drug test result was received on February 14,1999. Unescorted access was denied and employment subsequently terminated.

c.

February 10,1999 - For cause interview of contractor seeking unescorted access based upon disclosure of a recent alcohol-related arrest. Interview revealed the contractor is currently participating in an alcohol rehabilitation program. Unescorted access was denied.

d.

March 2,1999 - For cause interview of contractor seeking unescorted access based upon disclosure of a recent drug-related conviction. The interview revealed the contractor is currently on probation for possession of cocaine. Unescorted access was denied.

e.

March 2,1999 - For-cause interview of contractor seeking unescorted access based upon disclosure of recent Mental Health commitment and past drug and alcohol-related charges.

Interview revealed contractor was involuntarily committed to treatment in 1998 for substance abuse. Contractor provided documentation ot Featment which was reviewed. Psychological interview was conducted and the contractor grantea ess with accelerated FFD testing.

f.

March 3,1999 - During an interview with a contractor, the lovestigator observed what he believed to be the odor of alcohol. The contractor admitted :o significant alcohol use the previous night. For cause testing was performed with a po',itive alcohol test result. The contractor refused the urine portion of the test and absconded from the site. Unescorted access was denied.

g.

March 19,1999 - For cause interview of contractor seeking unescorted access who disclosed a recent drug-related arrest. The interview revealed the contractor is currently on probation for drug trafficking related to the distribution of cocaine. Unescorted access was denied.

March 23,1999 - For cause interview of a contractor seeking unescorted access who disclosed previous alcohol-related arrest and an assault charge. Following a psychological interview, the contractor was placed on accelerated FFD testing and granted access.

March 29,1999 - For cause interview of a contractor seeking unescorted access who disclosed previous alcohol-related arrests. Following a psychological interview, the contractor was placed on accelerated FFD testing and granted access.

No activations. No drugs or forensic samples taken.

March 31,1999 - For cause interview of a contractor detected attempting to introduce an alcoholic beverage into the Protected Area. Contractor claimed the alcoholic beverage was inadvertently placed in his lunch. A consensual search of his personal vehicle revealed no additional alcohol beverages. Unescorted access was suspended and subsequently reinstated.

March 31,1999 - For cause interview of a contractor seeking unescorted access who disclosed a recent employment termination. Interview revealed the contractor recently used marijuana. Unescorted access was denied.

w. April 1,1999 - For cause interview of a contractor seeking unescorted access who disclosed a previous positive drug test for marijuana at a non-nuclear employer. Interview revealed the contractor had recently used marijuana. Unescorted access was denied.

April 1,1999 - For cause interview of a contractor seeking unescorted access who disclosed a positive drug test at a previous non-nuclear facility. The interview revealed the contractor i

tested positive for marijuana and has continued to use marijuana sporadically, including a recent use. The contractor denied participating in any form of rehabilitation. Unescorted access was denied, y.

April 1,1999 - For cause interview of a contractor seeking unescorted access who disclosed a previous alcohol-related arrest and a positive alcohol test. A psychological interview was conducted. Unescorted access was granted with accelerated FFD testing.

April 1,1999 - For cause interview of a contractor seeking unescorted access who disclosed a previous positive drug test at a non-nuclear facility. Interview revealed the contractor had completed a drug treatment program. The documentation was verified, a psychological interview conducted, and unescorted access was granted with accelerated FFD testing, aa. April 2,1999 - For cause interview of a contractor seeking unescorted access who submitted a suspicious urine sample for pre-access FFD testing. The interview revealed the contractor submitted a substitute sample in an attempt to conceal recent drug use. The contractor further admitted supplying another substitute urine sample to another contractor seeking unescorted access. The contractor identified the other contractor. Unescorted access was denied.

bb, April 2,1999 - For cause interview of the contractor identified as being supplied a substitute urine specimen. The interview revealed the contractor did receive a urine specimen from the other contractor and did submit the substituted specimen for a pre-access FFD test in an attempt to conceal recent drug use. A consensual search of the contractor's personal vehicle revealed no additional urine samples or drugs. Unescorted access was denied.

cc. April 2,1999 - For cause interview of a contractor seeking unescorted access who disclosed a recent alcohol-related arrest. The interview revealed the contractor was recently arrested and awaiting a court date on an alcohol-related charge. The contractor also admitted to failing to disclose an additional alcohol-related conviction. Unescorted access was denied.

Investigation revealed the original sample submitted by the contractor was inconsistent with a subsequent witnessed sample. Further, contractor did occupy a vehicle in which suspected illegal drugs were confiscated. Unescorted access was denied.

nnn. June 22,1999 - An investigation was initiated based upon a criminal history report indicating a contractor had a drug-related arrest which he failed to disclose during pre-access processing. The contractor was interviewed and confirmed a 1990 arrest and subsequent conviction for possession of marijuana. Upon further questioning the contractor revealed recent (1998) marijuana use. The contractor admitted to intentionally failing to disclose the drug conviction as he believed it to have been expunged from his record. Unescorted access was denied.

Manaaement Actions During the period, thirty-eight (38) LGS contractor employees (i.e., twenty-nine (29) pre-access, six (6) for-cause, two (2) random, and one (1) follow-up) were denied unescorted access for FFD policy violations.

During the period, one (1) PECO LGS employee tested positive on a for-cause test. Unescorted access was denied, the employee was referred to the Employee Assistance Program, and subsequently terminated.

Events Reported Under 10 CFR 26.73 I

During the period there were no significant FFD events reported by telephone under 10 CFR 26.73 by LGS.

Random Testina Rate PECO Energy maintains separate testing " pools" for employees and contractors. Random testing is conducted at an annualized rate of 50%. The " average number with unescorted access" includes personnel granted unescorted access at both LGS and PBAPS.

VI.

Additional information Actions Taken based upon Unconfirmed On-site Screenina PECO Energy has elected to temporarily suspend access for individuals as permitted by 10 CFR 26.24(d).

During the previous 6-month reporting period (i.e., July - December 1998),100% of the specimens which were presumptive positive for cocaine as a result of preliminary on-site screening tests were subsequently reported as positive by the HHS-certified laboratory. The confirmation rate for marijuana was 66.7%. Therefore, in accordance with 10 CFR 26.24(d) actions could only be taken during this reporting period on specimens which were presumptive positive for cocaine.

During the current reporting period, twenty-four (24) specimens were reported as presumptive positive for marijuana as a result of on-site screening at the PBAPS and LGS. Sixteen (16) of those specimens screened positive and were confirmed as positive by the HHS-certified

laboratory. The Medical Review Officer verified the sixteen (16) specimens as positive. Eight i

(8) other specimens submitted directly to the HHS-certified labora; cry for special processing due to dilution, suspected adulteration or tampering, were also reported and verified as positive by the Medical Review Officer. No action was taken based upon an unconfirmed presumptive positive test for marijuana.

During the current reporting period, eight (8) specimens were reported as presumptive positive for cocaine as a result of on-site screening at the PBAPS and LGS. The eight (8) specimens screened positive and were confirmed as positive by the HHS-certified laboratory. The Medical Review Officer verified the eight (8) specimens as positive. Five (5) other specimens submitted directly to the HHS-certified laboratory for special processing due to dilution, suspected adulteration or tampering, were also reported and verified as positive by the Medical Review Officer. Of the eight (8) specimens reported as presumptive positive as a result of on-site screening, six (6) were for pre-access testing. Unescorted access was temporarily suspended in the case of two (2) individuals pending confirmation and Medical Review Officer verification.

Unescorted access was subsequently denied once the Medical Review Officer verification was received.

NOTE: The number of specimens reported as positive is different from the number of individuals reported as positive due to the collection of multiple specimens in certain situations or as a result of specimens in which more than one drug was identified.

Reduced Mariiuana Cut-off Level During the period, twenty (20) inoividuals provided twenty-three (23) specimens which were confirmed positive for marijuana at LGS. It is estimated that only one (1) of the specimens would have tested positive using the 100 ng/ml immunoassay cut-off level.
