Dear Mr. Edwardr By letter dated April 16,1998, as supplemented by letters dated November 16,1996, January 22,1999, and February 11,1999, PECO Energy Company (the licensee) submitted proposed changes to the Limerick Generating Station (LGS), Units 1 and 2, emergency actioi, levels (EALs). The proposed EALs incorporate the guidance in NUMARC/NESP-007, Revision 2," Methodology for Development of Emergency Action Levels." NUMARC/NESP-007 was endorsed by th. ..aff in Regulatory Guide 1.01, " Emergency Planning and Preparedness for Nuclear Power Reactors," as an acceptable method for meeting the requirements of 10 CFR I 50.47(b)(4) and Appendix E to 10 CFR Part 50.

We have completed our review of the proposed changes and their supporting documentation.

As a result of that review, we conclude that the changes meet the requirements of 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50. Our conclusions are summarized in the enclosed safety evaluation. This completes our effort under TAC numbers MA1736 and l MA1737.
