During the. weeks of June 12,1989, 'and June 19, 1989, the NRC administe' red

examinations. to'. employees of your company who had~ applied for licenses to
operate.the. Limerick Generating Station, Unit 1 & 2.

At the conclusion of the examination' review, the written examination questions
and preliminary findings were discussed with those members of your staff identi-
fied ir the enclosed report.
During the examination, we noted that an operator licensing candidate,.on whom
you deliberated for presentation to the NRC staff, failed the NRC's examination
- (see Section 3.3).
We are concerned about the effectiveness of your. candidate
screening and evaluation process that permitted a marginal individual to risk

.t e NRC examination.
Failure to properly. screen and evaluate operator licens-
,
ing -candidates results in unnecessary expenditure of' resources by licensee and
NRC staffs.
You are requested to review the Limerick screening'and' evaluation
process, especially how it.was applied to the subject individual, to ensure
that the individuals possess the requisite knowledge and abilities as required
by;10 CFR 55 to perform licensed duties. -No response to this letter is
required.
In accordance'with 10 CFR 2.790 of the commission's regulation, a copy of this
letter and its enclosure will be placed in the NRC Public Document Room.
